WHEREAS, the City of Saint Paul owns and operates three 18-hole golf courses, Highland
Narional, Phalen and Como, as well as a nine-hole course at Highland; and
WIiEREAS, the golf courses have had non-intoxicating malt liquor licenses for many years
without incident and the Division of Pazks and Recreation has determined that the golf program would
benefit from upgading the license to a strong beer and wine license; and
WHEREAS, Minnesota Laws 1997, Chapter 129, Art. 1, § 12 allows the division of Parks and
Recreation, with City Council approval, to hold strong beer and wine licenses; and
WHEREAS, the appropriate community notifications have been made without any objections to
the license applicarions for the eighteen hole courses, the affected community organizations are
supportive of the applications and nobody appeared at the hearing for the license application for the nine-
hole course; now, therefore, be it
RESOLVED, that Highland National Golf Course located at 1403 Montreal Avenue, the Como
Golf Course Clubhouse located at 1431 Lexmgton Parkway North, the Phalen Park Golf Course, located
at 1615 Phalen Drive and the Highland 9 Golf Course located at 1797 Edgcumbe Road, shall each be
issued wine and strong beer licenses.

The City's four golf courses have applied for an upgrade of the current 32 beer license to strong beer and wine license. The upgrade
to strong beer and wine will help the courses be more competitive in the current challenging mazket.

The courses will experience increased play and revenue through the scheduling of addirional events and leagues.
