Mr. Robinson stated orders were issued Apri125, 2008 to remove a car seat, refuse and scattered debris throughout the yard with a compliance date of Apri130. The property was re-inspected on Apri130 and the work had not been done. A work arder was sent to the Parks Department who did the work on May 1, 2008 for a total assessment of $414. There was no returned mail and no notes were noted in the file. Marie Rickmyer, property owner, stated that she had recently purchased this vacant property and was in the process of rehabbing it. They had gotten a dumpster to remove stuff from the house and people kept dumping their stuff in the dumpster. She then had the dumpster removed because of other people dumping and was disposing of items at the dump as necessary. She explained that she traveled for her job and her husband was Hispanic and left the mail for her to go through when she returned. She said that when she opened the summary abatement order, she called the inspector, Matt Dornfeld, and requested additional time to coniplete the work. Mr. Dornfeld said that he would give her additional time; however, he never indicated that he was only giving her two days. He then called her two days later, leauing a message that he was sending a work order that day. She called him back leaving a message requesting until the end of the week as she needed to remove some cement and tree debris. She never received a return phone call. Ms. Moermond asked to see the video which showed a brush pile, bags of yard waste and concrete that was removed. Ms. Moeromond stated that the sucmnary abatement order indicated removing a car seat, refuse, and scattered debris throughout the property. The summary abatement order never mentioned removing cement or piles of brush. Since she believed the property owner did not receive proper legal notification, she recommended deleting the assessment. 826 Como Avenue (J0801B) Referred back to a legislative hearing from the July 2 Council Pubiic Hearing. The property owner failed to appeaz which for this second rescheduled hearing. Ms. Moermond recommended approving the assessment. 288 Erie Street (J0809A) Referred back to a legislative hearing from the July 16 Council Public Hearing. The property owner failed to appear which for this second rescheduled hearing. Ms. Moermond recommended approving the assessment. Mr. Robinson stated orders were issued on May 7, 2008 to remove a refrigerator with the door taped shut at the rear of the properiy with a compliance date of May 12. The properiy was re-inspected on May 12 and the refrigerator had not been removed. A work order was sent to the Parks Depariment who removed the refrigerator on May 14, 2008 for a total assessment of $414. There was no retumed mail and there was no history of complaints at this property. Michelle Kampmeyer-Bader appeazed on behalf of her father, Michael Kampmeyer, the property owner. Ms. Moermond read a letter into the record from Mr. Kampmeyer, a copy of which is attached and made a part of these minutes. Ms. Moermond asked to see the video which showed a refrigerator with the door partially open and leaning towards the dumpster. Ms. Kampmeyer-Bader said that her father was out of town at the time and did not receive the orders until he returned. Since they provided all of the appliances in the building for their tenants, someone had to have illegally dumped the refrigerator on their property. They had since hired a caretaker to closely monitor the property and take care of any illegal dumping. She pointed out that they were continuously victimized with illegal dumping. Ms. Moermond stated she was always concerned when there was a refrigerator with the door on it as a child could climb inside and suffocate. While she could sympathize with the illegal dumping situation, she recommended reducing the assessment from a total of $414 to a total of $207. 69 Jessamine Avenue West (J0808G) and (J0809G) Laid over to the July 24 Legislative Hearing and August 6 Council Public Hearing. The property owner called just prior to the hearing requesting a new hearing date. Since this is a third request, no further accommodations will be made after the hearing date of August 5. 394 Lafond Avenue (J0809A) Referred back by Council on July 16. Mr. Robinson stated orders were issued on Apri124, 2008 to clean up garbage and refuse in the backyard with a compliance date of May 1. The property was re-inspected on May 1 and the work had not been done. A work arder was sent to the Parks Department who did the work on May 5 for a total assessment of $386. Mitch Culbruth, Riverside Home Investors, stated that they had purchased the property on or about March 26, 2008 and were in the process of renovating it to sell. Mr. Robinson stated that the Vacant Ms. Moermond stated that it was possible that Ramsey County Tasarion did not have the property records updated by the time the orders were issued. Lacking the actual order to review, she recommended deleting the assessment. 662 Minnehaha Avenue West (J0809A) Laid over to the July 24 Legislative Hearing and the August 6 Council Public Hearing. Mr. Robinson stated orders were issued on Apri124, 2008 to remove broken furniture and miscellaneous junk and debris in the yazd with a compliance date of Apri129. The property was re- inspected on Apri129 and the work had not been done. A work order was sent to the Parks Deparhnent who did the work on May 1, 2008 far a totai assessment of $228. There was no returned mail in the file. Alison Brisbin, property owner, appeared with her tenanUmother, Marie Bishop. Ms. Brisbin stated that she did not receive the summary abatement arder and believed it had been stolen from her mailbox as other things, such as birthday presents, had been stolen at about the same rime. If she had known about the orders, she would have moved the chair that her dog sat on into the porch. She explained that she had an eight-foot chain link fence around the property and when the work crew came out, the neighbor saw one of the workers spray something at her dog's face to gain entry into the yard to remove the chair. She presented a letter from the neighbor attesting to the fact which is attached and made a part of these minutes. She had called Parks and talked to 3kip Saete about one of the work crew macing his dog and he told her that they were not allowed to carry mace and he did no further investigation into the matter. Ms. Moermond asked to see the video which showed only a partial view of something inside the chain link fence that was then removed. Very poor quality video of any work that had been done. Ms. Moermond stated that she was going to follow up with Parks concerning what happened with this clean up and the issue with macing the dog. This is right n�t door to 662 W est Minnehaha. Earlier this summer I was outside in my backyazd and noticed two men approach the back gate of 662 West Mimlehaha. The dog, Mickey, started barking at them. One man got a spray can and sprayed Mickey in the face. I assumed this was mace. Mickey ran to lay down and then the men came and got the chair out of the yazd.
