Council City of Saint Paul Dear Council Members: There exists of 660 East Sixth Street, described as Lots 21 and 22, Block 18, Lyman Dayton's Addition to the City of St. Paul, a retaining wall of varying heights (at some locations in excess df twelve feet), immediately adjacent to the sidewalk. ' This wall has become weakened and a portion of it has col- lapsed onto the sidewalk and onto the street. This area has been cleaned up and the sidewalk has been barricaded because, of the danger of collapse of the balance of the wall. The owner of the property is Lawrence J. Eckert, 660 East Sixth Street, and he has been requested to repair this wall or eliminate the danger, but has refused to do.so. Upon the advice of the Corporation Counsel, it-is recommended that condemnation proceedings against this wall, and possibly the structure contained on the property immediately adja- cent to it, be initiated. In the event of the further collapse of the wall, it is entirely probable that the build- ing too may slide into the street. Sheahan Corporation Counsel Department of Law Dear Mr. Sheahan: Enclosed herewith is a file and photographs relative to the property at 660 East Sixth Street, owned by Lawrence J. Eckert. This is a wall that is in very dangerous condition and is apt to collapse upon the public sidewalks, which, in turn, could possibly cause the collapse of the building immediate- ly in the rear of it. The owner has refused to repair the wall and the sidewalk is now barridaded by the Public Works Department on account of this dangerous condition. We would ask that Wu take immediate steps, whatever they may be, to force the correction of this dangerous condition. Council City of St. Paul Dear Council Members: You referred back to this office the matter of the condemna- tion of the retaining wall and three story frame structure known as 660 East Sixth Street on Lots 21 and 22, Block 18, Lyman Dayton4's Addition.
