That the Subject Property comprises a nuisance condition as defined in Saint Paul Legislative Code, Chapter 45. That the costs of demolition and removal of this building(s) is estixnated to exceed five thousand dollars ($5,000.00�. In the event the building is to be demolished and removed by the City of Saint Paul, all personal property or fixtures of any kind which interfere with the demolition and removal shall be removed from the property by the responsible parties by the end of this time period. If all personal property is not removed, it shall be considered to be abandoned and the City of Saint Paul shall remove and dispose of such property as provided by law. 106 4. According to our files, it has been a vacant building since April 10, 2007. The current property owner (new ownes as of 6/2/08) is Scott Sorum, per AMANDA and Ramsey County properry records. The city has had to board this building to secure it from trespass. There have been four (4) SiJMMARY ABATBMENT NOTICES since 2007. There has been one (1) WORK ORDER issued for: - Boarding On March 18, 2008, an inspection of the building was conducted, a list oP deficiencies which consutute a nuisance condition was developed and photographs were taken. He presented a work plan and financial documentation. Mr. Magner stated the building was a one and one-half story, wood frame, single-family dwelling on a lot of 4,792 square feet and had been vacant since April 10, 2007. A code compliance inspection had been done on July 10, 2007, the vacant building registration fees were current, and the �5,000 performance bond had been posted on 3une 6, 2008. On March 18, 2008, an inspection of the building was done and a list of deficiencies which constitute a nuisance condition was developed. An order to abate a nuisance building was posted on April 16, 2008 with a compliance date of May 16, 2008. To date, the property remained in a condition which comprised a nuisance as defined by the Legislative Code. Ramsey County TaYation estimated the market value of the land to be approximately $56,100 and the building to be $58,600. Real estate taxes were current. Code Enforcement estimates the cost to repair the building to be approximately $40,000 to $50,000. The cost far demolirion was estimated to be approximately $7,400 to $10,400. There had also been four suminary abatements issued to this property since 2007, one of which went to work order: to secure the building and the City had to board the building to secure it from trespass and boarding. Code Enforcement recommends the building be repaired or removed within 15 days. Mr. Magner presented photographs of the property. Ms. Moermond asked for a report from Ms. Spong. Ms. Spong stated that this building was built in 1885 and was a workers-cottage style house. The building had good integrity with original windows, however, the siding was covered and the front porch had been enclosed. She encouraged rehab of this property. Ms. Moermond asked Mr. Sorum what the purchase price was far the property. Mr. Sorum responded that he paid $15,000. He said that the plumbing, electrical, and heating contractors had ail pulled permits and the rough-ins were completed. Ms. Moermond asked what the plans were for this property once the rehab was completed. Mr. Sorum responded that he would likely rent it out; however, he would be willing to sell the property on a contract for deed. Ms. Moermond stated that she would need the financial documentation indicating that he was willing to dedicate $40,000 from his bank account to compiete the rehab of this project by August 1. She stated that she will recommend to the City Council that they grant 60 days to complete the repairs.
