south, and also to relieve vehicular traffic congestion on the existing Robert
Street and Wabasha Street bridges, has been apparent and has been the subject of
much discussion on the part of the City government and civic organizations; and
WHERF,AS, Surveys by the Minnesota Highway Department and the Department of
Public Works of the City of St. Paul over the past fifteen years indicate that
the proper location of such a bridge is on a center line extending southeasterly
from the intersection of Sixth Street and Lafayette Road, where it will connect
with Interstate Highway No. 94,, crossing the railroad tracks and Union Depot
Company property and the Mississippi River to a point on the west bank near
Minnetonka and Alabama Streets, with a southerly approach crossing Concord Street
Just northwesterly from Andrew Street, said preliminary location plan dated
April 1959 and profile dated April 13, 1960, as prepared by the Minnesota Highway
Department, being on file in the office of the Department of Public Works; and
WHEREAS., The construction of this bridge and approaches has been of sufficient
importance to the City of St. Paul to result in legislation which was passed in the
1959 legislative session, enabling the City to advance funds•to -the Minnesota
Highway Department for construction of the project, the City-to bei reimbursed for
such advance from highway funds over a period of years; and
WHEREAS, The proposed bridge must meet the vertical clearance standards of
the U. S. War Department, acting through the District Engineer of the'Corps of
Engineers, and must also clear the 40 to 1 glide angle in the approach zone to
the main northwest - southeast runway of the Metropolitan Airports Commission -
Holman Field; and

WHEREAS, Following several meetings between interested parties, it appears
that a bridge constructed as shown on the Minnesota Highway Department preliminary
plan and profile so as to give the same vertical clearance as the Robert Street
Bridge, namely 50.3 feet vertical clearance above water levels existing 98% of
the navigation season or a total of 59.3 feet above flat or normal pool level,
would meet the requirements for navigation interests in the St. Paul area and
would permit the required approach zone clearances for the airport runway; and
WHEREAS, The Port Authority of the City of St. Paul, by resolution dated
July 6, 1960, has urged the construction of the Lafayette Street Bridge and that
said bridge be built with a vertical clearance providing 50.3 feet of clearance
above water levels existing 98% of the navigation season, and the State Commissioner
of Aeronautics and the Director of the Metropolitan Airports Commission have stated
that the proposed bridge will not curtail Holman Field operations; therefore, be it
RESOLVED, Thht the City Council of the City of St. Paul approve the preliminary
plan dated April 1959 and profile dated April 13, 1960, and hereby instruct the
Commissioner of Public Works to request the Commissioner of Highways to make
application to the District Engineer of the Corps of Engineers of the U. S. War
Department for permit to construct the Lafayette Street Bridge with the vertical
clearance as hereinbefore mentioned and a horizontal clearance as shown on the
preliminary plans.
