O'Connell City Clerk Building Dear Madam: This is in the matter of the petition of Reverend John O'Neill to rezone from "B1t residence to "C" residence property located at the southeast corner of Page Street and Stryker Avenue. The property is described as Lots 1 and 2, and the west one -half of Lot C, Block 148, West St. Paul Proper and Lot 12, Block B, Jackson & Bidwell's Addition. The zoning is 'I BIt residence and has been since the enactment of the Ordinance in 1922. OnMay 4, 1960, the Commissioner of Finance reported the petition sufficient with the owners of 10 of a possible fourteen (71.42%) tracts of land within the required 100 foot radius having signed the petition. The property is presently vacant, having recently been filled. The petitioner indicates that it is intended to develop the site with two apartment buildings, but the number of units is not known. The site has a frontage of 186.35 feet along Stryker Avenue and 150 feet along West Page Street, resulting in an area of approximately 27,953 square feet. East and adjoining are two recently constructed single - family residences which front on Hall Avenue, also a large vacant lot which, at the rear, Js below street grade; south and adjoining are single - family residences which front on Stryker Avenue; west and across Stryker Avenue are single - family residences fronting on Stryker Avenue and Sidney Street; north across W. Page Street are single - family residences fronting on Stryker and Hall Avenues. Field investigation discloses that this area is sub- stantially developed with single and two - family residential uses and that this kbdlassification to "C" residence would constitute "spot zoning" and would not be compatible with the existing uses in the area. The reclassi- fication of the property to "C" residence would be contrary to the principles of proper land use and zoning, and would deviate substantially from the pur- pose and intent of the zoning ordinance. In consideration of the above vactorp, the Board of Zoning recommends the denial of the petition to rezone the above described property from "B" residence to "C" residence. Sincerely, Id - e H. C.
