The commissioner of Public Works, having had under consideration the
preliminary order of the Council, known as Council File No. 196664
approved April 12th 19 60 , relative to construction
of the HAZEL -THIRD STREET SANITARY SEWER V SYSTEM --

This project is the last project of the "East Side Crash Sewer Program."
When completed it will provide sanitary sewers In the area bounded by Old Hudson
Road on the South and 5th St. on the North. The West Boundary is White Bear Ave.
and the project will extend to Ruth on the Easto
Many of the streets in Aich sewers will be built are ungraded streets.
In order to build the sewers, some minimal grading of these streets will be required.
Those streets which are now travellable, but which are not graded will be
returned to a condition that will allow for traffic movement after the sewer is
built.
The area in which this sewer is to be built is comprised of "garden-
type lots." The lots are larger than the average city lot. The population density is
very small with the majority of the lots without homes. The outlet for the Sanitary
Sewer System will be the Battle Creek outfali sewer, the proximate outlet being
a proposed sewer at Van Dyke and Old Hudson Road. The operation of this system is
contingent on ttin projects that will be built concurrently vrlth the Hazel -Third St.
Sanitary Server Systm. On one of the projects named, The Battle Creek Sewer Systemp
extensions to White Bear and Burns, the City has already received bids. The other
contingent project is the White Bear m Old Hudson Road Sewer System. Bids on the
White Bear o Old Hudson Road Sever System are to be opehed on July 1* 1950.

A question may arise as to why the cost per front foottused in this hearing
is greater than the estimated cost per front foot that public works peneonnel used in
preliminary discussions with the property owners.
In the first meeting at St. Pascal °s Youth Center vdth the citizens in the
area, a map of the Aole Battle Creek area was prepared and presented by the DepartmQn�*
On this map two assessment rates were shown for sanitary seviers in the area now
covered by the Hazel o Third Street Sanitary Sewer Project. One rate was the est.
assessment for sewers to be built in an ungraded street and was indicated to be
$4.75 a front foot. The second rate was for sewer extensions in graded streets, and
the rate shown was $7.25 a front foot. These figures were indicated for a block
or two of sewer extensions. It should be pointed out that this map with the assess-
ment rates shoran was prepared prior to the first meeting at St. Pascal °s. It was not
known at that time how, sewer service would be provided o nether'sew4r extensions
would be built a block or two at a time or whether a single project covering the
mole area would be undertaken. Because of the large number of petitions presented ip
the City Council at the first meeting and shortly thereafter, the Department decided $►at
the whole area should be severed by-one project. This project-we call the Hazel
Third St. Sanitary Seger System.
In working out the total Hazel o Third Sto project, the assessment rate JA
higher than preliminary investigation indicated.• The reasons for the higher assessment
rate follows
1. Much of the sewer is built through love lying land and tpe abutting property
is low in relation to the sewer. In such cases the assessable frontage is reduced by
the Valuation Bureau of the Finance Department.
2. About 1000 feet of the sewer is-built in easements which is necossary
because of the topography of tho land. A$ the property abutting the sewer is not
assessed, the effect is a higher front foot assessment rated
3. Additional property frontage 1..9 last at street intersections.
4. The sewer along Old Hudson Road is built along the North Side of the
pavement and the property abuttipg the sewer along the South Side of Old Hudson
Road have a mailer frontage assessed as they incur greator expense in crossing the
pavement to connect to the sewer,.
A more detailed discussion of assessment procedures should be provided by
the valuation engineer. 111�

Also construct a public sanitary sewer In-an easement (to be obtained) from
Fremont Ave. to Fifth St., said ea6®ent A to be obtained) being a 20 foot wide ease-
ment, the center line of said easement (to be obtained) being described as being the
west line of Lot 7, Block 6, Robert L. Aare °s Eastern Heights Addition, all of which
