O'Connell City Clerk Building I Dear Madam:. , This is in the matter of the appeal of Mr. J. J. Arcand to relax the required off- street parking requirements for property located on the north side of Selby Avenue between Arundel and Mackubin Streets. The property is described as except the east 10 feet, Lot 24 and all of Lot 23, Block 2, Selby, McClung Van Meter's Addition. The zoning is commercial and has been since the enactment of the Ordi- nance in 1922. The property under consideration was developed in 1902 and consists of a three- story apartment building with 16 units and seven sleeping rooms. The applicant proposes to remodel the building by increasing the number of units to 17. This remodeling would be within the existing structure and would not involve an en- largement of same. The zoning code requirements pertaining to mandatory off-street parking for each residential unit would require the applicant to provide one off- street parking space for each unit in the building if remodeled to increase the number of units, regardless of when the building was originally built. The appli- cant does not have a sufficient amount of property to do so. The site has a frontage of 70 feet along Selby Avenue with a depth of 109 feet, resulting in an area of 7,630 square feet. North and adjoining are two tbree -story brick apartment buildings which are built up to the mutual property line; west and adjoining is the Joe Johnson Construction Company office, equipment and storage yard; east and adjoining is a four - family residence fronting on Selby Avenue; south and across Selby Avenue is the St. Paul Curling Club. Field investigation discloses that the existing building is em- — compassed by a concrete driveway which will provide off- street parking space for approximately 5 cars. It appears there is no way of creating additional parking space on this property. There are a number of multi - residential structures in this area, many of which do not provide off- street parking under today's required standards. The Board of Zoning considered this matter at their regular meeting on June 2, 1960, and recommends approval of the appeal to relax the required off - street parking requirements for the above described property.
