RESOLVED, that Minnesota Harbor Service, Inc. be granted
a permit to install.and maintain a 12,000 gallon above - ground
private fuel oil storage tank, on the north side of West Water
Street at the High Bridge, more particularly described as
Lot "B ", Langevin's Fourth Addition, said tank to be properly
dyked and installed in accordance with the rules and regulations
of the National Board of Fire Underwriters and the St. Paul Fire
Prevention Code.

The City Council requested that you draw a resolution
granting the attached application of Minnesota Harbor Service, Inc.,
for permission to install and maintain a private fuel oil.storage
tank of 12,000 gallon capacity, on the north side of West Water Street
at the High Bridge, also described as Lot "B" Langevin's Fourth Addi-
tion, subject to the conditions that the installation will be in
accordance with rules and regulations of the National Board of Fire
Underwriters and the St. Paul Fire Prevention Code, and will be
properly diked to hold the capacity of the tank.

Dear Madam:
This is in the matter,of the application of the Minnesota Harbor Service
Inc. for a permit to install a 12,000 gallon private fuel oil storage
tank on property located on the north side of West Water Street at the
High Bridge. This property is described as part of Lot "B" L94getiA s
Fourth Addition. Because the property is zoned Heavy Industry, a public
hearing is not required.
This property is the site of the Minnesota Harbor Service Ind. The
applicant's plan indicates this property fronts along the southerly bank
of the Mississippi River with an access road from West Water Street.
North and south adjoining is vacant land fronting along the Mississippi
River; easterly across Water Street is a sheer cliff at least 100 feet in
elevation separting this property from Cherokee Heights Park.
Field investigation discloses no objection to the installation of the
tank as proposed. However, it is the recommendation of the Board of
Zoning, the City Architect's office and the Fire Prevention Bureau that a
dyke should be built around the tank to handle the capacity of the tank
in the event of a rupture.
In consideration of the above factors, the Board of Zoning recommends the
granting of the permit to install a private fuel oil storage tank subject
to the above stipulation regarding a dyke.

In regard to the application of the Minnesota Harbor Service for
permission to install a 12,000 gallon above ground deisel fuel tank at
their place of business located at 415 West Water St.
We have investigated the foregoing and report that this 12,000
above" ground deisel fuel tank will be installed in accordance with
the rules and regulations of the National Board of Fire Underwriters
and the St. Paul Fire Prevention Code. This tank will be properly
diked to hold its capicity.
I therefore recommend that permit be granted.
