The City Council requested that you prepare a resolution granting the
attached application of H. W. Roberts and Mark Zalabak, Jr. for permit
to install and operate a used car sales lot at the northeast corner of
Clinton and Robie Sts., also described as the west 50 ft. of Lot 5,
and the west 50 ft. of the south 10 ft. of Lot 4) Block 70, West St. Paul
Proper, subject to the condition set out by the Traffic Engineer that the
entire lot be fenced or curbed and provide one entrance not to exceed 22 ft.
in width, and subject further to the recommendations of the Board of Zoning
that the permit be granted subject to all standards being met for this type

Dear Madam:
This is in the matter of the application of H.W.Roberts and Mark Zalabak Jr.
for a permit to establish a used car sales lot on property located at the
northeast corner of Clinton Avenue and Robie Street. The property is de-
scribed as the west 50 feet of Lot 5, and the west 50 feet of the south 10
feet of Lot 4, Block 70, West St. Paul Proper. The zoning is commercial.
On October 26, 1946, the City Council approved the extension of the commer-
ci .1l use authorized on the south 100 feet of this property to the entire site.
The property is presently developed with a used car lot for which they do not
have a permit. The applicant desires to legalize the existing use of this
property by obtaining a special council use permit to display four cars for
sale. The site has a frontage of 50 feet on Robie Street, and a 60 foot
frontage on.Clinton Street, resulting in a total area of 3,000 square feet.
North and adjoining is a single- family residence fronting on Clinton Street;
south across the intersection of Robie and Concord Streets are commercial
uses fronting on Concord Street; east and adjoining is a multi - family
residence fronting on Robie Street; west across-Clinton Street are commercial
uses fronting on both Concord and Clinton Streets.
The Traffic Engineer has approved the plan subject to fencing, or curbing the
entire lot, and providing one entrance not to exceed 22 feet in width. The
plans as submitted do not meet the existing standards for a geed car sales
lot. Field investigation discloses that this lot should be restricted to
displaying not more than four cars.
In consideration of the above factors, the Board of Zoning recommends the
granting of the permit for a used car lot not to exceed four cars, subject
to all standards being met for this type of facility, and the filing of
proper plans.
