Fi fully advised intthe this hereby NO._ OFFICE OF THE CI finds and declares the existence of a sudden and, unexpected emergency wherein the funds of the City of Saint COUNCIL SOLUTION— Paul appropriated for the particular Purpose are inadequate properly to Protect the public interest, in this, that "D BY the available voting machine equip- bNER Jment under the control of the Bureau of Elections and Registrations, Depart- ment o #_City Clerk, for,the, condl�,ct_gf RESOLVED, that this Council, being fully,adi ised'in the premises, hereby finds and declares the existence of a sudden and unexpected emergency wherein the funds of the City of Saint Paul appropriated for the particular purpose are inadequate properly to protect the public interest, in this, that the available voting machine equipment under the control of the Bureau of Elections and Registrations, Department of City Clerk, for the conduct of the 1960 municipal and state elections, in the City of Saint Paul, has suddenly and unexpectedly become substantially inadequate and deficient for the conduct of said essential elections; and that, to meet such sudden and unexpected emergency, it has become and now is necessary that at least 50 additional new voting machines be purchased and procured by said City and furnished to said Bureau therefor at a cost of $78,500, no part whereof is available therefor by appropriation or otherwise; RESOLVED FURTHER, that, for the purpose of meeting such sudden and unexpected emergency, the Mayor and the Comptroller hereby .are authorized to borrow temporarily the sum of $78,500 hereby found necessary therefor and to be allocated for disbursement in meeting said emergency by the purchase, procurement, and furnishing by said City of the said 50 additional new voting machines; that such temporary borrowing shall be effected in behalf of said City and that its promissory note in the principal amount of said temporary loan shall be executed and delivered in behalf of said City,as maker,to the party making such loan, as payee, bearing interest on such principal sum at not more than five per cent (5 %) per annum, payable within one year from the date of such loan; .and that such authorization for said temporary loan shall be subject to the approval of the Mayor and the Comptroller to be evidenced b their signpin and.bountersigning of this resolution.
