PAUL couNCIL N OFFICE OF THE CITY CLERK Council Vile No. 195531 —By Adrian P. rONC Winkel — Whereas, The Department of Public Works t- DATE ._��• ° ---• -io-b_, January 2, lybv P- MlER M, The Department of Public Works is obligated to perform with its own forces a great variety of work under the general headings of new construction of streets, alleys, sewers, garbage & refuse collection and miscellaneous other work --together with general maintenance and repair work of streets, sewers, bridges and also snow plowing and removal work for the period of one year and WiF:REAS, The City of St. Paul does not own sufficient heavy equipment to carry on such operations promptly and efficiently without renting privately owned equipment, and UMEAS, A large percentage of the work carried on by the Department of Public Works is of an emergency nature that requires immediate action in order to operate to the benefit of the public welfare, and WMEAS, it frequently happens that there is insufficient time to permit calling for competitive bids for rental of such equipment, and SEAS, The work to be done is frequently of such a nature that it is impossible to know how long rented equipment may be needed; therefor, be it RESOLVED, That the consent of the Council of the City of St. Paul be and hereby is granted to authorize the Purchasing Agent of the City of St. Paul to rent equipment requisitioned by the Commissioner of Public Works for the operations indicated herein on the basis of prices to be submitted to the Purchasing Agent by the various renters of equipment without advertisement for competitive bids, pursuant to Section 291 of the Charter of the City of St. Paul.
