This property is located on-'the south side of Concord Street between Ada Street and Bancorft Avenue. The'zoning is presently "C" Residence and has been since the adoption of the Ordinance in 1922. On December 10, 1959, the Commissioner of Finance reported the petition sufficient,,that the owners of 14 of a possible 21 (66 2/3 %) tracts of ,land within the prescribed 100 foot radius of the perimeter of the land ` under'consideration had signed the petition. The applicant is the owner of 1007, of the street frontage of the property petitioned to be rezoned. The land is presently vacant and has a frontage of 226.67 feet along Concord Street and a depth of approximately 280 feet, resulting in an area of approximately 63,464 square feet, or -1.45 acres. The rear portion of this lot has an extremely steep grade. The applicant proposes to grade the property to a depth of approximately 100 feet back from Concord Street and install and operate a used car sales lot on the site. East and west adjoining are single - family residences fronting on South Concord Street; north across Concord Street is a mixture of singleefamily residences, two - family residences, churches, chiropractic clinic, a launderette etc.; south and adjoining at the top of the bluff is the River- view Memorial Hospital which fronts on Prescott Street. Field investigation discloses that this property should retain its ' present classification and that its highest and best use would be for multi- residential-use which is also indicated by the proposed land use plan. In view of the above factors, the Board of Zoning recommends the denial of the petition to rezone the above described property. Sincerely, H. C.
