O'Connell City Clerk Building Dear Madam: This is in the matter of the application of Leonard Bisanz for a 52 car Private off-street parking lot in conjunction with three 17 -unit apart- ment buildings to be constructed on property located at the southwest corner of Cleveland and Hampshire Avenues. The property is described as Lots 1, 2, 3, Block 1, Bisanz Riverwood Terrace; Lots 1, 2, 3, 4, 5, Block 7, Bisanz Riverwood Terrace No.-2. The zoning is commercial and has been since September 29, 1953 at which time it was rezoned from heavy industry. The site is presently vacant, and the applicant proposes to develop it with three 17 unit apartment buildings with off- street parking accomodations for 52 cars. The property has a frontage of 454.7 feet along Cleveland Avenue and 120-feet along unimproved Hampshire Avenue, resulting in an area of approximately 54,764 square feet. Directly west and adjoining are re- cently constructed single - family residences fronting on Bowdoin Street; east and across Cleveland Avenue is a lumber yard and filling station, also single - family residences which front on Bullard Avenue; south and adjoining is a small real estate office which fronts on Cleveland Avenue; north and across unimproved'Hampshire Avenue is the Ford Motor Company spur trackage. The Traffic Engineer has approved the plans - wbich meet the standards for this type of facility. Field investigation discloses no basic objection as the property is zoned commercial, and the proposed use would provide a desirable transitional use between the existing residences to the west and the commer- cial and light industrial uses to the east. The proposed development will meet the recommended standards °for density and building ground coverage. In consideration of the above factors, the Board of Zoning recommends the granting of the permit for a 52 car private off- street parking lot on the above described property in accordance with plans approved August 18, 1960.
