A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is. to reconstruct the sidewalk on both sides of
Taylor Ave. from Wheeler St. to Aldine St. except where good and sufficient
sidewalks now exist.
and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

The commissioner of Public Works, having had under consideration the
preliminary order of the Council, known as Council File No. 196361 ,
approved March 22nd. , 19 60 , relative to reconstructing
the sidewalk on both sides of Taylor Ave. from Wheeler St. to Aldine St._
and having investigated the matters and things referred to therein, hereby
reports:
1. The estimated cost thereof is $D.52 Per sq* ft. for mgno* cone. walk 4"
thick. Extra work(excay., fill, cone. rem'd, root cutting, drive crossings.etc.)
at extra cost.
2. A plan, profile or sketch of said improvement is hereto attached and
made a part hereof.
3. Initiated by the Commissioner of Public Works

PETITION
To: Mayor George Vavoulis and members of the City Council, City of St. Paul, Minn.
Re: Preliminary order # 196361; To reconstruct the sidewalk on both sideslof Taylor
Ave. from Wheeler St. to Aldine St.
We, the.undersigned property owners of property affgcted,by, the above`order;'request
that Council action,be taken -to vacate or cancel order # 196361 for the following
reasons:
1. The present sidewalk is adequate and in such condition as to make
replacement unnecessary with the possible exception of one lot
where a house was moved onto formerly vacant property.
2. The section on the north -side or Taylor Avenue between Young Street•r ;s
and Wheeler Street is believed to be less than 20 years old.

3. The present, sidewalk is -,six feet •wide, and in „good condition. Tie
sidewalk just east at Aldine on Taylor Avenue has beew reconstructed
under a prior order with a five -foot sidewalk. In our opinion a replace-
ment with a�fiue =foot sidewalk would be less desirable than the continued
use of the present sidewalk. ,
L,.. Only a very few of the sidewalk blocks are even cracked and they are
still in place providing a smooth walking area.
5. There is a minimum of foot traffic in this area except by the owners
involved here because of the general location of the area.
6. In almost -.all instances merely removing'grass and weeds from between
the sidewalk blocks will restore the sidewalk to very good condition.
In a few cases it would be necessary to.cut tree roots to bring
raised blocks down to--proper level.
7. Several of the property owners are living,on'fixed incomes and the
unnecessary replacement could! work undue financial hardships on them.

In view of the foregoing we ask that our request be granted. The following
petitioners represent of'the 18 property owners affected by the
above order.
