attached application of Barac Construction Co. for permit to install
and operate a 29-car customer parking lot at the southeast corner of
University Ave. and Syndicate St., on the N. 96.84 ft. of the W. 45 ft.
of Lot 5, and the N. 96.84 ft. of Lots 6 and 7, Block 3, Midway Industrial
Division, in accordance with plans approved August 4, 1960.

Dear Madam:
This is in the matter of the application of the Barac Construction Company
for a permit to install a 29'car customer parking lot on property located
at the southeast corner of University Avenue and Syndicate Street. The
property is described as the north 96.84 feet of the west 45 feet of Lot 5,
and the north 96.84 feet of Lots 6 and 7, Block 3, Midway Indus "trial Divi-
sion. The zoning is light industry and has been since the adoption of the
Ordinance in 1922.
On February 11, 1939, the City Council approved a permit to install and
operate a filling station on this property. The filling station building
.remains on the site, but is not in operation. The Barac Construction
Company proposes to remove the filling station building, and construct a
two -story office building with 29 private off - street parking spaces for the
Penn Mutual Life Insurance Company. The property has a frontage of 144.9
feet on University Avenue and 96.8 feet on Syndicate Street, resulting in
a total area of approximately 14,000 square feet.
South and adjoining is Brown & Bigelow Inc.; east and adjoining is the
Minnesota Highway Department District #9 office building; north across
University Avenue is an office building previously occupied by the State
Highway Department; west across Syndicate Street is Brown & Bigelow Inc.
Field investigation discloses no objection to the proposed development.
The Traffic Engineer has approved the plans which meet the requirements
for this type of facility.
In consideration of the above factors, the Board of Zoning recommends the
granting of the permit for a 29 car private parking lot on the above
described property in accordance with plans approved August 4, 1960.
