Dillon, mayor— _ Resolved, By the Council of the City NO Q, 6T) �i b of Saint Paul, that, in respect to an Contract for Purchase or Deed m Con - a -- veyance of Land for Redevelopment affecting the Western Redevelopment Area Project, UR Minn. 1 -2 West of the Minnesota State Capitol, or any part of the same, heretofore or here, ft ar," mRd4r ?3: :.'d ^I'�1f39u ro stl;irigrrr —DAFT- ._= V RESOLVED, by ,the Council of the City of Saint Paul, that, in respect to any Contract for Purchase or Deed of Conveyance of Land for Redevelopment' affecting the Western Redevelopment Area Project, UR Minn. 1 -2 West of the Minnesota State Capitol, or any part of the same, heretofore or hereafter made and delivered by and between Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, as the Spller,.and any third party, as the Purchaser - Redeveloper,, as and to the extent that such shall be consistent with,,such Contract f-DP5 Purchase or Deed of•Conveyance and applicable Federal and State Statutes, Rules and Regulations, said City of Saint Paul hereby,constitutes said Authority as agent of said City, for such purpose, and confers upon said Authority the sole right to act for said Authority and said City in the issuance of all Certifications that all building constructions and other physical improvement's thereby specified to be done and made, by the Purchaser = Redeveloper, of the subject land have been completed by the latter in accordance with the, terms,, covenants and restrictions of such Contract for Purchase or Deed of `Conveyance, and in the issuance of all Certifications that all changes in the building constructions or other physical improvements on the subject land made after the completion of those required-byy the terms, covenants and restrictions of such Contract ~A for Purchase or Deed of Convey4ince'7have been completed` in. ^'conformity to the same, with power and authority, in each instance, in any such certification, to further certify to the effect of the same in the matter of the release of the title or titles to the subject land from the aforesaid terms, covenants and restrictions in the nature of requirements imposed by such Contract for Purchase or Deed of Conveyance, or otherwise, for any such building constructions or other physical improvements of the subject land. RESOLVED FURTHER, that neither the $wilding Code of said City of Saint Paul nor any provision of the same shall be deemed altered or affected in any manner, by virtue of this resolution, and the same shall apply, without deviation or exception, to any building constructions or other physical developments on any such redevelopment land under any such Contract for Purchase, Deed of Conveyance, or COUNCILMEN Yeas DeCourcy . PAUL COUNCIL NO.�i1 ,f OFFICE OF THE CITY CLERK COUNCIL RESOLUTION - GENERAL FORM PRESENTED BY COMMISSIONER DATE Supplemental Document, between said Authority, as Seller, and any third party, as Purchaser - Redeveloper; and in the event said Authority shall be dissolved during any period reserved for the enforcement of any term, covenant or restrictions applicable to the title to any such redevelopment land under any such Contract for Purchase, Deed of Conveyance, or Supplemental Document, thereupon all power and authority hereby conferred by said City upon said Authority shall revert to said City, and thereafter said City shall have the sole power and authority to issue all such Certifications of Completion of Building Constructions or other physical developments of any such subject redevelopment land and to enforce all terms, covenants and restrictions placed thereon by any such documents. RESOLVED FURTHER, that no such Certification of Completion in respect of any such building construction or other physical improvements under any such Contract -for Purchase, Deed of Convey- ance, or Supplemental Document, shall be issued by said Authority hereafter, except after public hearing thereon conducted by said Authority after ffs'lP days' written notice of such hearing given by registered mail to the City Clerk of said City, and that here-- after no provision shall be made nor authority granted by said Authority for any aforesaid change in any, building constructions or other physical improvements requirements, except after a similar public hearing thereon upon similar notice.
