L. Ostrand for a permit for an apartment building development and its accessory off - street parking lot which is authorized on part of a lot to be extended to include the entire lot on property located on the west side of Westminster Street be- tween York and Sims Avenues and (2) an application for an eleven car private off - street parking lot accessory to the apartment building. The property is described as the north 97 feet of the south 147 feet of Lot 3, Block 5, Edmund Rice's 4tb Addition. Eighty -six per cent of the property under consideration'is zoned light industry and the remainder is zoned "B" residence. The site is presently vacant and is about 20 feet above the grade of Westminster Street. The applicant proposes to grade the lot to an elevation similar to the West- minster Street grade and develop it as outlined above. North and adjoining are two single - family residences fronting on Westminster Street; south and adjoining and fronting on Westminster Street is a two -story frame store building now converted to a two- family residential use; east across Westminster Street are single - family residences fronting on Westminster Street; west and adjoining is vacant land which is substantially below the grade of the property under consideration. Field investigation discloses no basic objections as the proposed use is residential and the applicant's proposed plan provides for generotae yard area. The applicant's proposal as reflected on his plot plan would position his building on that portion of the lot now zoned light industrial, and that the most northerly 14 feet, which is zoned "B" residence, would be used as a screen buffer to the park- ing lot and driveway to the parking lot. The proposed building would be 40 feet from the north property line. The recommended standards for density and building ground coverage are generously met. The traffic engineer has approv ?d the parking lot plan which meets the standards for this type of facility. In cq sideration of the above factors, the Board of Zoning recommends (1) the granting of the appeal to permit the extension of a use to the entire to 'and (2) the approval of the application for a permit to establish and operate an 11 car parking lot accessory theAo on the above described pro- perty in accordance with plans approved February 4, 1960'. _ t HCW•FGI Encl.
