WHEREAS, the City of Saint Paul's Department of Plannin� and Economic Deve]opment received approval
to apply for �anu from the Minnesota Pollution Agency (MPCA) for the Ford Site Planning pursuant to HRA
Resolution No. 08-4/23-3; and
WHEREAS, the MPCA approved grants to the City of Saint Paul of $25,000 for the initiation of a Ford Site
Sustainable Redevelopment Team and $20,000 for Yhe development of a Stormwater Management Plant for the Ford
Plant Site; aod;
WHEREAS, the grants would be managed by Planning and Economic Development staff from July 2008
to June 2009; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify
$45,000 in funds aze available for appropriation in excess of "those estimated in the 2008 budget and recommends the
following changes to the 2008 budget:

MPCA grants, the City Council must approve a budget amendment for the acceptance and spending of the grant funds.

WFIEREA5, the City of Saint Paul Department of Planning and Economic Development is fully
engaged in planning for reuse of the 122-acre Ford assembly plant site which is slated to close in
Fa112409; and
WHEREAS, the Mayor and the Ford Site Plamiing Task Force have expressed their interest in
seeing that the site is redeveloped with a high level of sustainahility and green design; and
WHEREAS, the Minnesota Pollurion Control Agency (MPCA) has offered its support and
encouragement to the City of Saint Paui to pursue sustainable redevelopment of the Ford site,
7ncluding consideration of grant applications to the MPCA for these activities; and
WFIEREAS, the City of Saint Paul Aousing and Redevelopment Authority ("HRA") intends to
apply for two gants from the Minnesota Poilurion Control Agency (N1PCA), one grant for
$25,000 to iniriate a Ford Site Susfainable Redevelopment Team, and the other grant for $20,000
to hegin development af a Stormwater Management Plan for the Ford Plant Site; and
WI�REAS, both gzants would fund projects to be inanaged by HRA staff from 7uly 2oQ8 to 7une
2009; and
WI�REAS, the HRA is committed to implementing the proposed projects as described in the
grant applicarions, if MPCA funding is received; and
WHBREAS, MPCA requires that the HRA enter into gant agreements with MPCA that identifies
the terms and condirions of the funding awards:
BE IT RESOLVED THAT the HRA Board hereby approves the applications for the two MPCA
grants described above and agrees to enter into two grant agreements and sign the grant
agreements with the MPCA to carry out the projects specified therein and to comply with all of
the terms, conditions, and matching provisions of the grant ageements and authorizes and directs
HRA Executive Director, Cecile Bedor, to sign the grant agreements on its behalf.
