under Chapters 60 to 64 inclusive of the Saint Paul Legislative
Code, Zoning Code, owner of property at the northwest corner of
Snelling and Randolph Avenues, more particularly described as
Lot 6, Block 8, Elmwood Addition, according to the recorded
plat thereof on file and of record in the office of the Register
of Deeds in and for Ramsey County, Minnesota, that the provisions
of said Zoning Code shall be and hereby are varied so as to
establish a 10 foot building line set back from Snelling Avenue
on the hereinbefore described property.

This is in the matter of the appeal of Edw.ard N. Cookman to establish a ten -
foot building line from Snelling Avenue on property located at the northwest
corner of Snelling and Randolph Avenues. The property is described as Lot 6,
Block 8, Elmwood Addition. The toning is commercial and has been since the
adoption of the Ordinance in 1922.
This property was developed in 1930 with a gasoline filling station and has been
utilized as such until recently. The City Architect's office reports that the
filling station use has now been removed. The applicant proposes to develop the
site with a 40 x 49 foot one -story commercial building for a tire sales and auto
serki6e operation. Off- street parking will also be provided.
Tbe.zoning in this block which runs between James and Randolph Avenues and fronts
along Snelling Avenue is classified partially "B" residential and partially commer-
cial; therefore this property is subject to the set back requirement of the property
classified "B" residential which, in this case, is 22 feet as established by the
existing residences in said block. There is no set back requirement from Randolph
Avenue. The property under consideration has a frontage of 46.6 feet along Snell-
ing Avenue and 148.8 feet along Randolph Avenue resulting in an area of approximately
61854 square feet. East across Snelling Avenue, diagonally across the intersection
and south across Randolph Avenue are commercial uses which front on the above
mentioned streets; north and adjoining is a single- family residence fronting on
Snelling Avenue; west and across a public alley is a single- family residence front-
ing on Randolph Avenue.
Field investigation discloses that a ten -foot set back should be maintained to
provide a proper sight angle at this intersection. This request seems reasonable
as it does not appear that this relaxation would have a detrimental effect on the
properties to the north. A relaxation would also allow the applicant to.utilize
his property to a better advantage.
In consideration of the above factors, the Board of
of the appeal to establish a ten -foot building line
on the above described property. On December 6tb,
