December 15, 1960
To the Honorable Mayor and Council
of the City of St. Paul
Gentlemen and Madam:
099
The Housing and Redevelopment Authority
of the City of St. Paul has advised that the Urban Renewal
Administration has requested that they limit their acquisi-
tion of Parcel E -311 to the part of Lots 1 and 2, Prince and
Desnoyer's Rearrangement of part of Block 3, Joel Whitneyts
Addition to the Town of St. Paul, to the part of said parcel
which is to be sold to the Hospital Facility Building Com-
mission,
CApital 4 -4612
As originally reported to the Council on
November 8, 1960, said Parcel E -311 included sufficient land to
provide for the widening of Jackson Street and a radius corner
connection to the new interstate highway. As a consequence
the area to be acquired by the Authority has been considerably
reduced, and using the same square foot value results in a
total cost to be paid by the Authority of $1,885.00.
I, therefore, recommend that inasmuch
as the Housing Authority is attempting to provide a site for
the new hospital facility, Council File No. 199611, approved
November 10, 1960, be amended so as to describe the reduced
portion of said Parcel E -311 and that the price which the
Authority is to pay be amended to the reduced figure of
$1,885.00, which I believe to be the full and fair market value
of the property to be acquired by the Housing Authority.

Respectfully submitted
Valuation Engineer
