PII,RESOLUTION- GENERAL FORM
WHEREAS, the Commissioner of Public Safety, Robert F.
Peterson, has preferred charges alleging misconduct against
William F. Proetz, Chief of Police of the City of Saint Paul,
and
WHEREAS, pursuant to the City Charter it is incumbent upon
the City Council to conduct a hearing upon said charges, now
therefore be it
RESOLVED, that a hearing upon said charges shall be con-
ducted before the City Council on the 0-6_W day of
December 1960;.a1. ;l,o':oo o'clock A.M.; and be it
FURTHER RESOLVED, that William F. Proetz is suspended
from all duties as Chief of Police of the City of Saint Paul
until the hearing and determination of said charges; be it
FURTHER RESOLVED, that this resolution, together with a
copy of the charges, shall be served upon said William F. Proetz
forthwith.

William F. Proetz is specifically charged with'
misconduct in office on November 25, 1960, in that he ordered
men under his command to secretl!? and covertly record the
proceedings taking place at 8:30 P.M. before the Saint haul
Police Union, Local 985, then and there meeting in the Labor
Temple, 418 Auditorium St., Saint Paul, Minnesota, and that,
pursuant to such order, attempts were made to carry out the
same.
That this misconduct on his part was so destructive
of morale within the ranks of the Department as to seriously
endanger the security of the community. It also destroyed
completely the confidence the community and the members of
the Department had in Chief Proetz.
I am also notifying you that I have this day advised
Chief Proetz of these charges and of his suspendion pending
the hearing and determination of these charges, and I here-
with request that upon substantiation of these charges before
you, that you make a finding ordering the removal, for cause,
of William F. Proetz from the office of Chief of Police of
the City of Saint Paul.
