THE COUX IL OF THE CITY OF SAINT PAUL DOES ORDAIN:

Section 1. That-the-Zoning Code, Chapters 60 to.64
inclusive of the Saint Paul Legislative Code, as amended, per-
taining to Use Districts, Height Districts and Rezoning of
certain properties in the City of Saint Paul, be and the same
is hereby further amended so as to rezone the following described
property from "A" Residence District to "C" Residence District:
All of Block 4, Maryland Heights, and
all of Block 8, Maryland Heights,
according to the recorded plat thereof
on file and of record in the office of
the Register of Deeds in and for Ramsey
County, Minnesota, and located on the
east side.of Barclay Street between Rose
and Geranium Avenues, and on the east side
of Barclay Street between ]Kagaolia and
Jessamine Avenues.
Section 2. That Council File No. 199633, being
Ordinance No. 11868, approved December 1, 19609 is hereby repealed.
Section 3. This ordinance is hereby declared to be an
emergency ordinance rendered necessary for the preservation of the
public .peace, health and safety. ;':
Section 4. This ordinance shall take effect and be in
force upon its passage•,, approval and publication.;

Dear Madam:
This is in the matter of the petition to rezone from "A" to "C" residence
virtually two city blocks located on the east side of Barclay Street, one
lying between Rose and Geranium ' Avenues and the other between Magnolia and
Jessamine Avenues. The property-is described as Block 4 and Block 8, Mary-
land Heights Addition.- The zoning is "A" residence and has been since the
enactment of the Zoning Ordinance in 1922.
On September 16, 1960, the Commissioner of Finance reported the petition
sufficient with the owners of- 35 of a possible 44 (79 %) tracts of land within
the required 100 foot radius having signed the petition. The land is presently
vacant with the exception of a single- family residence on Lots 12 and 13 of
Block 4. The petitioner proposes to remove the existing use and develop the
entire site for multi- family residence use.
Block 4,has frontages of 394.6 feet along Rose Avenue and Geranium Avenue and
a divided frontage along Barclay Street of 242.8 feet, resulting in a total
area of 95,386 square feet. Block 8 has frontages of 394.6 feet along both
Jessamine and Magnolia Avenues and a divided frontage along Barclay Street of
242.8 feet, resulting in a total area of approximately 95,386 square feet.
Each block consists of approximately 2.2 acres.
The adjoining and surrounding land uses of Block 4, the most northerly block
are as follows: north and across Rose Avenue is vacant land, farther to the
north are single - family residences which front on Maryland Avenue; west across
Barclay Street and South across Geranium Avenue is vacant land owned by the
petitioner; east and adjoining is the East Side Armory site..• The adjoining
and surrounding land uses of Block 8, the most southerly-block are as follows:
north across Geranium Avenue is vacant land which is also under consideration
for "C" residence zoning; west across Barclay Street is vacant land,)owned by
the petitioner; south and across Magnolia Avenue is vacant land; east and
adjoining is vacant land fronting on both Magnolia Avenue and Hazelwood Street.
Field investigation discloses no basic objections and the land use plan
indicates the highest and best use of this land to be for multi - family purposes.

In consideration of the above factors, the Board of Zoning recommends the gran
ing of the petition to rezone the above described property from "A" to "C"
