Ne, the undersigned, property owners within a radius of 200 feet from said store, hereby enter a protest, against the operation of ingr °ess and egress3from said parking lot. We do not have any objection to the parking lot but ws do object to the traffic.. There are approximately 25 children that live in the block. The children use an alley behind said store as a means of going to and coming from school. We feel that there isplenty of traffic just for the purpose. of making deliveries,, t -o said store.. The trucks often block this alley entirely andc ause blind spots, if.there is enough room to pass:. We feel that all traffic should enter and exit to said lot, from Payne Ave. We feel that the sidewalk crossing at the Hawthorne Street en& of said alley is extremely dangerous because oma side of this is blind. Very few, cars stop and many cross walk at high speed. O'Connell City Clerk Building Dear Madam: SAINT PAUL SAINT PAUL 2, kINNISOTA Y � L September 20, 1960 a This is in the matter of the application of the Foodtown Supermarket for a permit to enlarge an existing parking lot on property located on the west side of Payne Avenue between Maryland and Hawthorne Avenues. The property is described as the forth 7.7 feet of Lot 3, all of Lots 4, 5, 6, and the south 12 feet of Lot 7,'Block 1, Jos. R. Weide's Second Addition.' The zoning is commercial and has been since the adoption of the Ordinance in 1922. The major portion of this tract is now developed with a parking lot the application for which was granted by the City Council in June 1955. The remaining portion is presently vacant. The applicant proposes to enlarge the existing parking facility from its present capacity of'20 cars to appro- ximately 30 car spaces. The applicant's plan indicates that, this parking lot will entail approximately 95 feet of frontage along Payee Avenue and will extend to a depth of 110 feetl, resulting in an area of approximately 10,450 square feet. South and adjoining is the applicant's supermarket; north and adjoining is a Cities Service filling station; east and across Payne Avenue are various commercial uses, including an off - street parking lot; west and across an 20 foot public alley are'single- family residences fronting on Maryland and Hawthorne Avenges. The Traffic Engineer has approved the plans which meet the required stand- ards for this type of facility. Field investigation discloses no objection as this enlargement will provide additional off- street parking which is needed in this area. The applicant's plan indicates that the access to and / from the public alley will be definitely defined by two driveways appro- ximately 20 feet in width. There are no indications that this enlargement would be detrimental to the residential properties to the west. Based on theabove factors, the Board of Zoning recommends the granting of the application to enlarge an existing parking lot on tbe'above described property in accordance with plans approved August 12, 1960.
