Ramsey's Addition; a final order for the improvement was adopted on November 8, 1960. Since that time there appears to be a considerable sentiment for a rehearing on the improve- ment.- Inasmuch as numerous letters from residents have been received and also a request has been "made by Milton C. Ligb%nier, Attorney at Law on behalf'of Mrs. Alvina J. Hoffman, 55 No. Griggs, who is apparently the owner of certain abutting.property. You will recall that this alley lies in the block lying to the west of Griggs and to the south of Ashland Ave. The improvement order was initiated as a result of a petition of seven-residents. Also there was a letter from the Health Department recommending the grading. Because of a peculiar frontage situation and the necessity for a sewer, the estimated cost of the.alley of $7.55 per front foot is somewhat high. In view of the apparent wide - spread concern of the residents about the price, I recommend that the request for a rehearing be granted and that you request the Council to suspend the rulesand reconsider this matter. I further recommend that 0 in view of the fact that Mr. Lightner is shortly leaving the city for several months, that the rehearing be scheduled for Tuesday, May 9, 1961. As a large taxpayer in the City of Saint Paul, I have voted in favor of improvements, but in this proposal I strongly object as the $453.00 assessment to my sixty (60) foot lot greatly exceeds the realistic value. I am sure that you will agree that the majority of the property owners' protest should rule and this alley improvement should be abandoned. Here is really a health hazard. We fourteen or fifteen property owners (as against four) who are opposed to this measure have solid ground to stand on, when we say that the -East end of this block (where I live) was not one bit better eight or nine years ago, than the West end of- this alley is today; and through our own'efforts have accomplished a solid, dry sur- face that is without holes and almost no dust. This letters directs your attention to the matter contained on Page 1, File # 15044 and 15045, received by me from the Department of Finance. I an aware that the Public Hearing on this matter has been held, and the project approved. In as much as a Counter Petition bearing fourteen signatures of those in disfavor of the project presented to the Council apparently received little consideration, especially in the light of a letter presented by the Department of Health, I deem it necessary to enlarge upon the matter and perhaps effighten you and your colleagues for the express purpose of reopening the Hearing. I know that the alley should have some attention, and I sincerely believe that the proper amount and type of filling material,- plus some grading, wili achieve results satisfactory to everyone concerned, - including the Department of Health. The estimated cost of $ 7.55 per assessable foot for a fine roadway to the rear of my home will saddle me with a most unbearable burden; translated into dollars my share will equal approximately $ 1,872.00. As a secondary note, I should like to inform you of the traffic situation in this alley. The West end of the alley terminates at the intersection of Ashland and Syndicate; this fact promotes the use of the alley as a street rather than a Service Road, as it was intended to be. Many cars - and some at excessive speed - moving Southward on Syndicate continue on through the alley (within twenty -five feet of the rear of my home) in place of slowing and making a left turn to move Eastward on Ashland& I believe my neighbors will confirm this situation; I see no point in my spending $ 1,872.00 to furthet aggravate a situation which at present is highly undesirable, to say the least.
