is an emergency ordinance rendered necessary for
the preservation of the public peace, health and'
safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64 inclu-
sive of the Saint Paul Legislative Code, pertaining to Use
Districts, Height Districts, and Rezoning of certain proper-
ties in the City of Saint Paul, as amended, be and the same
is hereby further amended so as to rezone the following
described property from "A" Residence to "C" Residence,
to wit:
Lots 1 through 10 inclusive,
Block 3, and Lots 6 through 14,
inclusive, Block 4, Granport Addition,
situated on the South side of Morgan
Avenue between Edgcumbe Road and
Davern Street, according to the plat
thereof on file and-of record in the
office of the Register of Deeds in and
for Ramsey County, Minnesota,:_._
Section 2. This ordinance is hereby declared to be an
emergency ordinance rendered necessary for the preservation
of the public peace, health and safety.
Section 3. This ordinance shall take effect and be in force
upon its passage, approval and publication.

Dear Madam:
.This is in the matter of the petition of Norbert Bisanz to rezone certain
property located on the south side of Morgan Avenue between Edgcumbe Road and
Davern Street from "A" to "C" residence. The property is described.as Lots 1
through 10 inclusive, Block 3, and Lots 6 through 14 inclusive Block 4, both
in Granport Addition. The present zoning is "A" residence and has been since
the enactment-of the Zoning Ordinance in 1922.
On September 29, 1960, the Commissioner of Finance reported the petition suffi-
cient with the owners of 20 of a possible 28 (71 %) tracts of land lying within
the prescribed 100 foot radius of the property under consideration having signed
the petition. The site is presently- vacant, and the applicant proposes to
develop it with two apartment structures, one consisting of 44 units and the
other of 40 units and having the accessory off- street parking as required by
Ordinance. This petition involves two separate tracts of land separated by
unimproved Wheeler Street and fronting on both Morgan Avenue and St. Paul Avenue.
The most westerly site lying west of Wheeler Street has a street frontage of
420.6 feet and a depth of 122.85 feet, resulting in an area of 51,668 square
feet. The easterly site lying east of Wheeler Street has a street frontage of
376.8 feet and also a depth of 122.85 feet, resulting in an area of 46,271 square
feet. The area of the two sites combined is 97,949 square feet.
Directly west and adjoining is vacant land which fronts on Edgcumbe Road; south
and across St. Paul Avenue is vacant land recently purchased by the Jewish Commun-
ity Center for future development as a community center; directly east and adjoin-
ing is vacant land; north and across Morgan Avenue are three older type single -
family residences, the remainder of the land is presently vacant; northwesterly
across Morgan Avenue are five recently constructed single - family residences which
front on Edgcumbe Road; southwesterly across St. Paul Avenue is a recently con-
structed Fire Station also fronting on Edgcumbe Road.
Field investigation discloses that this property could be developed for multi -
type residential use in such a manner that it would not be detrimental to the
existing single - family residences to the west. The preliminary land use plan
also indicates the highest and best use for this land to be for multi - residential
use. The applicant's proposal as outlined on a plot plan received in this office
on October 4, 1960, indicates that the proposed development would meet the
recommended standards for density and building ground coverage.
In consideration of the above factors, the Board of Zoning recommends the granting
of the petition to rezone the above described property from "A" to "C" residence %%
