O'Connell City Clerk Building Dear Madam: This is in the matter of the application of the Toni Company for a permit to install four private storage tanks on property described as the north 13 feet of Lot 4 and the north 13 feet of the west 15 feet of Lot 3, Block 60, Kittson's Addition which is located at the most easterly corner of Fourth Street and Broadway. The zoning is ligbt °industry, therefore a public hearing is not required. The site which is presently vacant, lies east and across Broadway from the applicant's plant. The applicant proposes to install four 15,000 gallon storage tanks, two of which will contain "Freon" and the other two alcohol used in connection with the applicant's pack- aging facilities located in their plant. The area on which the tanks will be located is approximately 16 feet below the street grade of Broadway and E. Fourth Street. Two sides of the tank area will be enclosed by retaining walls of approximately 16 feet, and the other two sides will be fenced as indicated on the applicant's plan. The site under consideration has a frontage of approximately 65 feet along E. Fourth Street and 13 feet along Broadway, resulting in an area of approximately 845 square feet. The adjacent land uses in the surrounding area are industrial. Field investigation discloses no objections to this installation as it has been checked and approved by the Fire Prevention Bureau. In consideration of the above factors, the Board-of Zoning recommends the granting of the permit to install four storage tanks on the pro- perty described above in accordance with the applicant's plan approved October 20, 1960. Peterson Commissioner of Public Safety Dear Sir: In regard to the application of the Toni Company, 332 Rosabel Street, St. Paul, Minnesota, for the installation of 4 tanks, each tank having a capacity of approximately 15,000 gallons. These tanks will be located on the northwest corner of the "U" bounded by a stone wall 16 feet high on the Broadway and East Fourth St. sides and a concrete dock 4 feet high to the south. These bulk storage tanks will contain alcohol and freon. We have investigated the foregoing and report that this installation will be installed to meet the regulations of the National Board of Fire Underwriters and the St. Paul Fire Prevention Code. In MAYOR'S OFFICE- OCT5 -1960 PM 41 The Toni Company is presently developing plans for installing an additional packaging facility in our St. Paul plant. One phase of this project includes the bulk storage of alcohol and freon on a strip of vacant railroad land across the street from our plant, and we now ask the'Council for -its consent in our plans for the storage tanks. The property on which the tanks will stand is leased from the Northern Pacific Railroad, who have indicated approval of our plans subject to consent by local authorities. Approval has also been obtained from our insurer, Factory Mutual, on the same basis. The St. Paul consulting engineering "firm of Toltz, King, Duvall, and Anderson is being retained for this installation. The number of tanks is undecided at present, but we are tentatively thinking of 4 tanks, each tank having a capacity of approxi- mately 15,000 gallons. These tanks will be located in the northwest corner of the 11Un bounded by stone wall 16 feet high on the Broadway and the East Fourth Street sides, and a concrete dock 4 feet high to the south. Duplicate copies of a sketch covering the plan are attached to clarify the aforementioned description.
