08-65Conncil File # 08-65 Suspension Item 1/16/2008 Green Sheet # 3048857 RESOLUT{ON Ci F SAINT PAUL, MINNESOTA Presented by Supporting the Minnesota Children's Health Security Act 29 30 31 32 33 WHEREAS, there are 85,000 children in Minnesota living without health caze coverage; and WHEREAS, having health caze coverage is a key indicator of a child's well-being and children with health insurance are more Iikely to receive necessaty preventive and medical caze; and WHEREAS, a Ramsey Counry swdy found that more than 16 percent of Saim Paul children, and almost 15 percent of Ramsey Counry children had no health care coverage in 2004; and WHEREAS, that same study found that the number of childre� without coverage in both Saint Paul and Ramsey Counry had �FOwn su6stantially benveen 2001 and 2004; arid N'HEREAS, 31.4 percent of Minnesota's Hispanic children, 13.5 percent of Minnesota's African American children, and 6.4 percent of Mmnesota's white children are living w�thout healthcare coverage; and WHEREAS, ensuring all children have health care coverage wil] prodoce savings to the healthcere system and iong-term savings to our state; and FVHEREAS, all children should have healthcare covernge, no matter where their pazents work or how much they earn; ac�d WHEREAS, the Minnesata Children's Health Secw'ity Act hes been pmposed, w6ich wo�id do the foilowing: • Ensure all childre� have access to affordable, quality health care coverage, no matter where their parents work or how much they earn; • Create systemic chzmge that would simplify the current health care system, remove adminisvative and cost barriers and make chitdren's health a top priority; • Ensure consistent, continuous care and promote preventive caze for children; • Pcoduce savings for employers cua'ently offering child dependent coverage, and • Produce savings to the healtk care system in the long run by pooling children and eliminating the wsts of uninsured children. Now, therefore be it RESOLVED, tltat the Ciry of Saint Paul supporis enactment of the Children's Health Secuciry Act by the Governor and State Legislature.
