Avenue on the premises described as follows:
All of Lot 1, Block 148, West St. Paul Proper
and beginning at the northwest corner of Lot "C"
thence south 47.89 feet to the northwest corner,
of Lot 12, Block "B" Jackson & Bidwells Addition,
thence east and parallel to Page St. to the south
line of Lot 2, thence northwesterly to the point
of beginning, also that part of Lot 2, Block 148,
described as follows: beginning at the northwest
corner of Lot 2, thence east to the northeast
corner of Lot 2, thence south 41.89 feet, thence
west to northeasterly line of Lot "C" thence
northwesterly along the southeasterly line of Lot 2
to the northwest dorner of Lot 2, all being in
Block 148, West St. Paul Proper,
in accordance with plans approved September 22, 1960, and subject
to compliance with the provisions of all ordinances governing
the operation of parking lots, and to the condition that the
sidewalk abutting said premises be kept clean and free of
ice and azow at all times.

This is in the matter of the application of the Wm. F. Kopp Construction
Company for a permit for a 12 car private off-street parking lot in con-
junction with an eleven unit apartment building to be constructed on
property located at the southeast corner of Page Street and Stryker Avenue.
The description -of this property is a miscellaneous one, a copy of which is
attached.
On July 21, 1960, the City Council reclassified the property under
consideration from "B" residence to "C" residence as part of a larger
tract. The site is presently vacant, and the applicant proposes to
erect a 2J story, brick -faced 11 unit apartment building with off- street
parking accessory thereto for 12 cars. Directly south and adjoining
is a portion of the vacant property recently rezoned to "C" residence,
farther to the south are six single - family residences which front on
Stryker Avenue; west and across Stryker Avenue are single - family resi-
dences fronting on this street and Sidney Street; north and across Page
Street are single - family residences fronting on Stryker Avenue; east
and adjoining are two recently constructed single - family residences front-
ing on Hall Avenue.
The Traffic Engineer has approved the plans which meet the standards for
this type of facility. Field investigation discloses no basic objection
as the property was recently reclassified for this particular use.
In consideration of the above factors, the Board of Zoning recommends the
granting of the application for a 12 car private parking lot on the
property above described in accordance with plans approved September 22,
1960.
