1 WHEREAS, Council File No. 86-ll24 and No. 98-669 established Residenrial Pernut Parldng on behalf of

3 Saint Paul Legislarive Code with current signs posted for "No Parldng, 8:00 AM — 8:00 PM, Monday -

WI�EREAS, the abutting property owners have submitted a valid perition to expand residenrial pernut
parldng on both sides of Goodrich Avenue between Cleveland Avenue and Kenneth Street; and
WHEREAS, Public Works staff has invesrigated the basis for the petition to expand Area 21, and concluded
and recommended adoption of the requested changes;
NOW, THEREFORE, BE IT RESOLVED, that the following parldng regulations shall be in effect in the
residenfial area near the University of St Thomas:
Except by Permit or unless otherwise posted, "No Parking, 8:00 AM — 8:00 pm, Monday — Friday, Area 21"
on the following street:
Both sides of Goodrich Avenue between Cleveland Avenue and Kenneth Street
21 BE IT FURTHER RESOLVED, that these parldng regulafions shall be in effect and enforced afrer City
22 Council approval, on August 25 2008 or as soon thereafter as signs are erected.

RE: Permit Pazking on Goodrich Avenue

Dear Council President Lantry:
I am writing to register my objection to the adoption of the resolution which would
authorize permit parking on Goodrich Avenue between Cleveland Avenue and Kenneth Street,
which is item 26 on this evening's agenda. I am not able to attend the public hearing but wish to
offer my comments explaining my obj ections.
First, while I do not dispute that during the academic year, parking on Goodrich between
Cleveland and halfway down the block is difficult, I cannot see it as anything other than an
inconvenience, which will be passed along to neighbors one block further if this resolution is
passed. I live mid-block on Goodrich, and admittedly am not as inconvenienced as my
neighbors to the west of ine. However, every house on each side of the block has a garage, and it
is quite possible to pazk within half a block of any house even on the most crowded days.
I have not seen the investigation by Public Works which is required by §168.05, [but not
present in the council packet] to determine that a serious problem exists and then to study the
feasibility of residentiai permit parking. It is not cleu if the problem was found to be primarily
users of public transit (mentioned on the green sheet) or students at St. Thomas. If the study
found that it was users of public transportation, this solution seems to be designed to discourage
transit use. This strikes me as bad public policy. If the study found it to be primarily St. Thomas
commuters, then the problem is over by later afternoon, and disappears in the summer. The
solution proposed does not really address the specific problem but is a one-size fits ali approach
that doesn't actually fit. If there is no study, the process hasn't been correctly followed. From
my informal observation, the St. Thomas academic year has ended and there are few cars parked
on the street. Perxnit parking is simply not necessary in the late afternoon or surnm.ers.
Finally, I would point out that there really is not such thing as a right to park in front of
one's house. To the extent that there are elderly or handicapped residents, I would fully support
designated or reserved parking for portions of the street. For the remainder of the residents, I fail
to see how having to walk several house lengths to one's car, often parked on the street rather
than in one's garage as a convenience, is a serious problem meriting this extreme solution. I
believe that permit parking is a short-sighted and unimaginative solution, and would hope that
the City could consider alternatives to the permit system, or at least modify the times and months
to more accurately deal with the problem.
I wouid aiso like to say that I contacted Councilmember Stazk's office earlier this year
and did receive a very thorough and well-reseazched response to my concerns from his aide. I
understand that the University is in compliance with all of its parking requirements and that it
does take some steps to encourage use of mass transit by non-resident students. Nonetheless, I
wish the Ciry could push the University of St. Thomas to step up and work with neighbors and
students to find creative solutions that work for everyone, since they are the source of the
problem.
