Dear Commissioner Rosen:

The recent letter from Mr. J. E. P. Darrell, State Traffic Engineer
to Mrs. Agnes O'Connell the City Clerk regarding the reposting of 3 MPH
signs on six streets which had temporary speed limit,reductions was in
accordance with the original authorization for the signs.
At a recent Traffic Committee meeting the reports of our speed studies
were given to the Otis Avenue residents. Their representatives con urred
that the reduced speed limits had virtually no effect on the speeds that'
drivers choose on their street. They were also notified that the S ate
Highway Department would be asked to reconsider the speed limits. It was
agreed, however, that upon removal of the 20 MPH signs as authorize by
the Commissioner of Highways, we would not repost 30 MPH. Many add tional
warning signs have been posted in this area and the residents felt hat
posting of no speed limit is preferable.
As noted in your memo of August 26, 1960 1 would have no criticism of
the removal of the 20 MPH signs, since the results of our surveys have been
very undesirable. As you know, the Traffic Committee has also adopted a
policy that no 20 MPH speed limits be installed within the city limits unless
an unusual'hazard exists and in this instance, advisory speeds shou d be used.

On August 10 we received a report entitled "Effects of Revising Urban
Limits" prepared by Mr. Deane M. Venger, Senior Traffic Engineer, Plat
Surveys. This report covers "before and after" studies made on varioi
streets in the city, on some of which the speed limit was raised while
others the speed limit was reduced. The reduced speed limits were ap�
for a nine -month trial period by this Department on September 4, 195911
We have analyzed Mr. - Wenger's comprehensive studies and found that
posting of the 20 -mile limit-does not have a tendency to lower the
of vehicles through the areas so posted. The driving habits were
the same under the 30 -mile limit as under the reduced limit of 20
The studies clearly indicate that the proper and safe speed limit on
following streets is 30 miles per hour:
Otis Avenue from Marshall Avenue to Exeter Place.
Davern Street from West Seventh Street to Ford Parkway.
Park Street from Sycamore Street to Maryland Avenue.
Aurora Avenue from Western Avenue to Lexington Parkway.
Fry Street from Summit Avenue to Marshall Avenue.
Stewart Avenue and Osceola Avenue from West Seventh Street to Otto
The city is hereby authorized to remove the 20 mph signs and to post
signs as needed.
