parking lot in conjunction with a proposed 23 unit apartment
building to be constructed at the SW corner of Davern Street
and Norfolk Avenue, more particularly described'as Lots 1
through 4. Block 19 Whitney's rearrangement of Bellevue Addition,
in accordance with plans approved September 15,'1960, subject
to compliance with the provisions of all ordinances governing
the operation of parking lots, and to the condition that the

Dear Madam:
This is in the matter of the application of the Spiegler Construction
Company to install.and operate a 24 car private off - street parking lot
in conjunction with'a proposed 23 unit apartment building to be con-
structed on property located at the southwest corner of Davern Street
and Norfolk Avenue. The property is described as Lots 1 through 4,
Block 1, Whitney's rearrangement of Bellevue Addition. This property
was rezoned from "A" residence to "C" residence on October 3, 1959,
as part of a larger tract.
Two of the lots are presently developed with a single - family residence,
and the other two are vacant., The applicant proposes to remove the resi-
dence and develop the site with a 23 unit 21 story apartment building
with off-street parking facilities for 24 cars. This development will
be integrated with the recently constructed apartment development adjoin-
ing to the west. The site has a frontage of 178 feet along Norfolk Avenue
and 127 feet along Davern Street, resulting in a total area of 22,606 square
feet. !
North and across Norfolk Avenue is single - family residential use; south S
across an alley is the Remington Rand employee parking lot; east and ;
across Davern Street is vacant property which is zoned light industry;
west and adjoining is the recently built 17 unit apartment building.
The Traffic Engineer has approved the plans which meet the requirements
for this type of facility. Field investigation discloses no objection.
The recommended standards for building ground coverage and density are
also met.
In consideration of the above factors, the Board of Zoning recommends
the granting of the permit for a 24 car private off-street parking lot
on the above described property in accordance with plans approved
September 15, 1960.
