1 WHEREAS, the 2008 Republican National Convention is a unique opportunity to impact
2 perceptions of the City of Saint Pau1 at the local, national and international level; and

WFIEREAS, a number of organizations, including the Port Authority, the Saint Paul CVA, the
Saint Paul Chamber of Commerce, the Bigelow Foundation, the Saint Paui Foundation, the Riverfront
Corporarion and the Capitai Cit7 Parinership wish to partner in hiring a consultant for the purpose of
providing public relations services that will effectively use the convention coverage to convey the quality
of life, economic opporiunities, well-educated and trained workforce and sense of civic pride and
achievement for the purpose of attracting new tourism, businesses and residents to Saint Paul; and
WHEREA5, the Saint Paul Port Autharity has agreed to act as fiscal agent for the partners, and
WHEREAS, the City of Saint Pau1 believes that participation in such a partnership serves a public
purpose, and has appropriated $20,000.00 (twenty thousand) dollars from the Office of Technology &
Communications — Marketing budget to be used for that end; now, therefore be it
RESOLVED, that the City Council of the City of Saint Paul authorizes payment of $20,000.00
(twenty thousand) dollars to the Saint Paul Port Authority to act as iYs fiscal agent in the expenditure of the
money to be used for the purpose of reimbursing a public relations consultant.

With the upcoming 2008 RNC, there is a unique opportunity to impact perceptions of the Ciry of Saint Paul at the local, nauonal, and
intemational level. A number of organizations in Saint Paul (see Resolution, pazagraph 2) wish to hire a consultant to provide public
relations services to effecrively hamess the aforemenrioned opportunity. The City of Saint Paul believes such a partnership serves a
public pwpose and the Marketing Office in the Department of Technology & Communicarions has appropriated $20,000 for such
purpose. Saint Paul Port Authority has agreed to act as the fiscal agent for the partner organizarions.

Make use of unique opportunity, as host of 2008 RNC, to showcase Saint Paul to local, narional, and intemational audience.
