CITY OF SAINT PAUL :.;,�:....::.: ". 0K. 131- 134 -153 1315 CITY HALL AND COURT HOUSE SAINT PAUL 1, MINNESOTA June 2, 1960 Mr. Joseph Okoneski City Clerk Building Dear Sir; This is in the matter of the appeal of Richard Hammel to establish a building line of 23 feet from Chelmsford Street on property located at the southwest corner of Commonwealth Avenue and Chelmsford Street. The property is des- cribed as Lots 1, and 2, Block 44, St.'Anthony Park North. The zoning is "Bu residence and has been since the adoption of the Zoning Ordinance in 1922. This site is presently developed with a single- family residence and occupied by the applicant. The applicant intends to remove the existing residence upon completion of a new single - family home which is proposed to be built. The present building line as required by the Zoning Code is 30 feet, and the applicant proposes to establish a building line of 23 feet pursuant to the appeal provisions of Chapter 62 of the Zoning Code. The site is an irregularly shaped tract of land. It has a frontage of 125.3 feet on Chelmsford Street and 157.65 on Commonwealth Avenue, resulting in a total area of approximately 13,140 square feet. The adjacent land uses are; directly adjoining to the south is a new single - family home fronting on Chelmsford Street, farther south in the same block is a single- family resi- dence fronting on Knapp Street. The remaining surrounding area is developed with single and two - family homes. Field investigation discloses that there is only one other residence in the block fronting on Chelmsford Street. Letters of acquiescence are attached from the other two property owners in this block which concur in the requested set -back. The Board of Zoning is of the opinion that the proposed change in the building line will not be detrimental to the adjoining property to the south and will not deviate substantially from the purpose and extent of the ordinance. The Board is also of the opinion that the proposed set -back will not adversely affect any of the other property in the block. In consideration of the above factors, the Board of Zoning recommends the granting of the appeal for a set -back of 23 feet from Chelmsford Street for Lots 1 and 2.
