Hathaway for an 11 car private off-street parking lot in conjunction with a pro- posed 11 unit apartment building to be constructed on property located on the nortb side of St.Anthony Avenue between Fry and Roy Streets. The property is described as the west 40 feet of Lot 14, and. all of Lot 15, Block 2, Milham Park Addition. The zoning -is "C" residence and has been since the enactment of the ordinance in 1922. The land is presently vacant and the applicant proposes to develop it as described above. The site has a frontage of 83 feet along St. Anthony Avenue and extends to a depth of 130 feet, resulting in a total area of approximately 10,790 square feet. North across a public alley is the rear yard of a single - family residence which fronts on Roy Street; south across St. Anthony Avenue is the proposed inter -city freeway rigbt -of -way; east and adjoining is a four - family residence fronting on St.Antbony Avenue; west and adjoining is a two - family residence also fronting on St. Anthony Avenue. Field investigation discloses no objection to the proposed develop- ment as the proposed land use plan indicates this would be the highest and best use of the land. The proposed development meets the recommended standards for density and building ground cover- age. The traffic engineer approves the plan which meets the standards for this type of facility. In consideration of the above factors, the Board of Zoning recommends the granting of the permit for an 11 car private off- street parking lot on the above described property in accordance with plans approved , April 21, 1960.
