decision of the Commissioner of Parks and Recreation and Public
Buildings, and upon the favorable recommendation of the Board of
Zoning, permission is hereby granted said Kenneth M. O'Neil, pursuant
to the Zoning Code, Sec. 64.03 of the Saint Paul Legislative Code,
to remodel the double house at 727 -729 Marshall Avenue, on premises
described as Lot 8, Block 5, Scribner & Crittenden's Subdivision of

Dear Sir:
This is in the matter of the appeal of Kenneth M. O'Neil to convert
a double house into a four -plex on property located on the north
side of Marshall Avenue between Grotto and St. Albans Streets. The
property is described as Lot 8, Block 5, Scribner & Crittenden's
Sub. of Lot 13 of'Smith's and Lott's Outlots. The zoning is IV' resi-
dence and has been since the adoption of the Ordinance in 1922.
In 1956 a petition was submitted to rezone the above described property
from "B" residence•to "C" residence, but was withdrawn by the applicant
-on April 2, 1956. During the course of many years, convertions have
been made so that the structure is now divided into ten separate living
units. The applicant is proposing to remodel the structure to provide
four units. The lot has a frontage of 46.6 feet on Marshall Avenue
with a depth of 128.5-feet, resulting in an area of approximately
5,988 square feet.
East and adjoining are two four -unit apartment buildings; west and
adjoining is a duplex; north across an alley is a vacant lot; south
across Marshall Avenue are several duplexes. Generally, the area
can be considered as a multi-family:.-residential area. All of the
structures immediately surrounding this property were erected prior
to the adoption of the Zoning Ordinance in 1922. Field investigation
discloses no basic objection. The proposed conversion would be a
substantial improvement of the property, and would be in agreement
with-the proposed land use plan.
On April 22, 1960, the Council gave an informal approval to this
request as the matter had been reviewed by the Board_ of Zoning and
its recommendation was for approval.
In consideration of the above factors, the Board of Zoning recommends
the granting of the appeal to convert an existing double -house into
a four -plex in accordance with plans approved April 21, 1960.+

We entered petition to the city council for rezoning
of the above property based upon plans and specifications
which were submitted to the city architect for improvement
and conversion of the above property to a four plex. This was
done while the property interest on our part was an earnest
money contract conditioned upon obtaining a new mortgage,
in a specific amount.,to cover in part the imppovements to be
made , sincethe building is at this time under mortgage fore-
closure. There seems to be some difficuli6asregarding the
title Ahd therefore the obtaining of a new mortgage ;xmd therefore
we ask the Council to lay over disposition of this matter for
two weeks to enable us th straighten out the situation.

I wish to make-an appeal under Chapter 04.03 Para. 1,•
Subiect 'to Para. L, to convert the.now'existing dwelling at
727 &- 729.Marshall Ave. St. Paul, Minn. between•St. Albans and
Grotto, to a four family dwelling.
This building was originally a double two story house
built about 1880. The place thru the years has been converted
and reconverted so as to end-up a chapped up, (ten apts), multi-
unit structure of illegal status. The building is of *8uch size
that it would make it unfeasible for only two families, but a
a four familyd,�Telling with proper access front and back, large
airy living rooms, bed rooms,(2), kitchen, and bath, would be a
asset. The proposed work to be done will consist of the following:
Remodelling front porch
Cenralizing the front ef.trapce_ and putting-incegress
to 2nd floor
Removing the three side porches and entrances
Removing one of the existing rear staircases
Building rear porch between dormers with roof, enclos-
ed exterior, and prop or,•access to basement
Building closets thru out-
Scrape and paint exterior
Repair and replace gutter work,,}

Put on combination windows _on- 1st and-2nd floors

The plans for the remodeling of this building are at
the present itme with the city- plans'checker. and a'copy will be
submitted upon request.
