WHEREAS, the Detention and Workhouse Facility
Commission of the City of Saint Paul and the County of Ramsey
is required to purchase certain furniture and equipment for
the new Workhouse Facility, and in this connection has been
classified as a Welfare Agency thereby becoming eligible to
purchase manufactured items from Graysto�e Industries at the
St. Cloud Reformatory; and
WHEREAS, the Detention and Workhouse Facility
Commission has determined that such purchase can be made at
a substantially reduced price and has approved the purchase
of a substantial amount of furniture for the new Workhouse
Facility at a cost approximating $5,000.00 or $6,000.00; now,
therefore, be it
RESOLVED, by the City Council of the City of Saint
Paul that it concurs in the recommendation of the Detention
and Workhouse Facility Commission of the City of Saint Paul
and the County of Ramsey and approves the use by the Commission
of the Graystone Industries as a source of purchasing the•furni-
•r, ture for the new Workhouse Facility without the formality of
the regular bidding procedure of either the County or City
government.

is respectfully called to the following Resolution of the Board of County Commissioners of Ramsey
County, Minnesota, adopted at the meeting held on January 25, 1960
By Commissioner Daubney:
WHEREAS The Detention and Workhouse Facility Commission of the City of
St. Paul and the County of Ramsey is required to purchase certain furniture and
equipment for the new Workhouse Facility, and in this connection has been
classified as a Welfare Agency thereby becoming eligible to purchase manufactured
items from Graystone Industries at the St. Cloud Reformatory, and

Opinion of Attorney General to William B. Randall, County Attorney, 2 -26 -6o
(County Board Files 1636 and 468 -139) states the Detention Facilities Building
Commission is a public welfare institution, tinder the jurisdiction of the
Political subdivision of the State, and may negotiate with the State Reformatory
for Men and may sell furnishings and equipment to the Commission as a public
welfare institution. The futility of calling for bids is established.
