197209ORIGINAL TO CITY CLERK PRESE Comm CITY OF ST. PAUL OFFICE OF THE CITY CLERK COUNCIL RESOLUTION — GENERAL FORM COUNCIL 97209 NO. FILE Whereas, various municipalities in the State have pension plans for their employees, most of which are local to the particular city, such as the Minneapolis Retirement plan for its employees, and the police and fire pension plans for each city of the first class, and Whereas, these plans have been carefully supervised by the local authorities and the one State-wide general plan, the P. E. R. A. has, since its creation, had the supervision of State officials in addition to a very competent Board of Directors, and all such plans have been properly operated to the satisfaction of the employees and the local governing bodies, and Whereas, the League of Minnesota Municipalities has on occasion adopted resolutions seeking to change or interfere with the operation of some of these pension plans, and at no time has succeeded in passing legislation making such changes because of the opposition of the employees and local units of government which would have been affected by such legislation, now therefore be it Resolved, that the Council of the City of Saint Paul hereby instructs its representatives at the Annual Meeting of the League at Winona, Minnesota, to submit a resolution to the effect that the League does hereby determine that the subject of pensions and pension plans be stricken from its agenda until such time as the subject is reinstated therein by, a five - sixths vote of its members at a Legislative Conference.
