RESOLVED, that upon appeal of Dr. 0. W. Johnson and
Dr. W. D. Ostergren from the decision of the Commissioner of
Parks and Recreation and Public Buildings, and upon the favor-
able recommendation of the Board of Zoning, there is hereby
established a three foot parking lot set -back on Lots 8 and 9,
Block 1, Clifton Dale, Ramsey County, Minnesota, located on the
south side of Larpenteur Avenue between Dunlap and Lexington,
in accordance with applicants' plan received July 15, 1960.

Wei called Harold Riordan with reference to the applicant in
connection with this matter, since it appears from the file that
J. W. Sweitzer & Son, Inc. is not making the appeal here. The
file indicates that the property owners are Dr. 0" W. Johnson
and Dr. W. D. Ostergren, and when this was called to Mr. Riordan's
attention, he indicated that the resolution should show these
persons as the parties making the appeal.

Dear Madam:
This is in the matter of the appeal of J. S. Schweitzer & Sons, Inc. to relax the
required parking lot set -back on property located on the south side of Larpenteur
Avenue between Dunlap and Lexington. The property is "described as Lots 8 and 9,
Block 1, Clifton Dale Addition. Until"January 2; 1960, the property was zoned
"A" residential. On that date the City Council reclassified the track to
"commercial."
The site is presently vacant and the applicant propbses'to construct a one -story
dental- 'clinic'building"with facilities for two dentists. The property has a
frontage of 80 feet along Larpenteur' and extends to a depth of 125.5 feet re-
sulting in a total area of 10,010 square feet. The Zoning Code requires that any
parking lot constructed on this site should be set -back 13 feet from Larpenteur
Avenue. 'Inasmuch as the applicant desires to utilize the front portion of the
lot in its entirely for off - street parking purposes, he, requests that the-set-
back be reduced from the required 13 feet to 3 feet.
The adjacent land.uses are: north across Larpenteur Avenue is the Roseville
Shopping Center; south across an alley are single - family homes fronting on
California Avenue; east'and 'adjoining is a recently constructed Doctors' office
building which fronts on Larpenteur; west and adjoining is vacant undeveloped
land.
The applicant's plans meet all of the required standards for this type of facility -
with the exception of the set -back from Larpenteur Avenue. The Traffic Engineer
has reviewed the plans and recommends approval. Field investigation discloses no
objection to the relaxation of the required set -back to 3 feet as the character of
Larpenteur Avenue in this area is Itcommercial." It appears more desirable to
provide the parking for the proposed use directly off.- Darpenteur Avenue and opposite
the Roseville Shopping Center rather than at the rear of the tract. If the parking
lot were placed at the rear of the property, it would be immediately adjacent to
the alley and the rear yards of the homes to the south.
