THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code,' Chapters 60 to 64
of the Saint Paul Legislative Code, pertaining to Use Districts,
Height Districts, and Rezoning of certain properties in the
City of Saint Paul, as amended, be and the same is hereby further
amended so as to rezone the following described property from
"B" Residence District to "C" Residence District:
Lots 1 through 6 and the east 1 foot
of Lot 7, Block 49 Westminster,Addition, �.
according to the plat thereof recorded in
the office of the Register of Deeds�in
and for Ramsey County, Minnesota, located _
at the southwest corner of Westminster
Street and unimproved Rose Avenue.
Section 2. This ordinance is hereby declared to be an
emergency ordinance rendered.necessary for the preservation of
the public peace, health and safety.
Section 3. This ordinance shall take effect and.be in
force upon its passage, approval and publication;

Dear Madam:
This is in the matter of the petition of George Ostrand to rezone from }�
"B" to "C" residence certain property located on the southwest corner
of-Westminster Street and unimproved Rose Avenue. The property is
described as Lots l through 6, and the east one (1) foot of Lot ?, Block 4,
Westminster Addition.
On June 23; 1960, the Commissioner of Finance reported the petition
sufficient with the owners of 17 of a possible 23 (73.9%) tracts of land
within the required 100 foot radius having signed the petition. The site
is presently vacant, and the applicant proposes to vacate adjoining un-
improved Rose Avenue, and to develop the lots under considerationytogether
with a portion of Rose Avenue, if vacated, with two eleven -unit apartment
buildings which would front on Westminster Street. The property has a
frontage along unimproved Rose Avenue of 237 feet, and a frontage along
Westminster Street of 121.63 feet, resulting in a total area of approxi-
mately 28,8?6 square feet.
North and across unimproved Rose Avenue is a recently constructed two - family
residence which fronts on Westminster Street, farther to the north is a
single - family residence also fronting on Westminster Street; northeasterly
across the intersection of Rose Avenue and Westminster Street are recently
constructed single - family residences fronting on Rose Avenue; south and
across an unimproved alley is a two - family residence which fronts on Gera -
nium Avenue; west and adjoining is the freeway right -of -way. It appears
that the Freeway roadway will lie at least 70 feet below the grade of this
property.
The Board,of Zoning considered this petition to rezone the above described
property at their regular meeting on Jly 7, 1960, and recommend the granting
of said petition.
