RECOGNIZING MATT SMITH FOR HIS SERVICE TO THE CITY OF SAINT PAUL
WHEREAS, Matt Smith was appointed Director of the Office of Financial Services for the City of Saint Pau] in October, 2002;
and,
WHEREAS, Matt came to the city having cut his teeth in public service as a research associate for the University of Minnesota;
an economist for the United States Depar[ment of Agriculture; and a property tax system manager, assistant to the
commissioner, assistant commissioner for property tax, acting commissioner, and commissioner for the Minnesota Deparlment
of Revenue; and,
WHEREAS, under his leadership, the Ciry was able to build a more forward-looking budget process enabling elected officials
and the community to better plan their spending and financing goals; and,
WHEREAS, Matt's inclusive style resulted in the development of explanatory tools such as the Budget Cruncher and the Truth
in Taxation interactive tool, which allow citizens to better understand the complexities of the ciry's financial management; and,
WHEREAS, despite a tenure beset with financial challenges for the city, including dramatic reductions in local govemment aid,
Matt successfully set the city on a course for tong-term shuctural balance in the budget resulting in the maintenance of the city's
AAA bond rating and a strong financial management rating from Standazd & Poor's; and,
WHEREAS, Matt's a iding influence can be seen on almost every ]arge financial undertaking within the city—from the
completion oE lazge capital projects such as Rondo Library and the Western District Police Station—to the successful
negotiation of long-term franchise agreements with Xcel Energy and District Energy—to forward thinking programs such as the
Energy Conservation Investment Frogram and Invest Saint Paul; and,
WHEREAS, Matt's hard-working, lrnowledgeable, professional, friendly and diplomatic nature eamed him the respect of many
Saint Paul citizens, ciry staft; departrnent d'uectors, elected o�cials, and other community leaders who greatly enjoyed worki�g
with him;
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council congratulates Matt Smith on his new career
opportunity, recognizes him as a most extraordinary city employee, lauds him for his work to make Saint Paul a prosperous city,
and thanks him for his many contributions to the City of Saint Paul.
