and operate a 17 -car private parking lot on Lots 1 thru 4,
Block 3, Lorena Park Plat 2, and the North one -half of vacated
alley adjoining said lots, situated on the southwest corner of
Clarence and East Seventh Streets, in conjunction with a
proposed 17 -unit apartment building, in accordance with plans
approved March 17, 1960, and subject to compliance with the
provisions of all ordinances governing the operation of parking
lots and to the further condition that sidewalks abutting said
premises be kept clean and free of ice and snow at all times.

Dear Sir:
This is in the matter of the application of Roy Nowicki for a permit for
a 17 car private parking lot in conjunction with a proposed 17 unit apart-
ment building to be constructed�on property located on the southwest corner
of Clarence and E. Seventh Streets. The property is describdd as Lots 1
through 4, Block 3, Lorena Park Addition and the north one -half of vacated
alley adjoining-said lots.
On July 4, 1959, the City Council reclassified this property from "B" resi-
dence to "C" Residence; on December 19, 1959, the City Council granted a
permit for a 16 car parking lot, on the site, which was never constructed.
The site is presently vacant, and the applicant proposes to develop it with
a,17 unit apartment building with 17 off-street parking spaces accessory
thereto. The property has a frontage of 148.2 feet along E. 7th Street
and extends to a depth of 122 feet, resulting in a total area of approxi-
mately 18,080 square felt.
North across E. Seventh Street are single - family residences fronting along
E. Seventh Street; south across an ungraded alley are single - family resi-
dences fronting along Ross Avenue; east across Clarence Street is a filling
station fronting on E. Seventh Street; west and adjoining are two single -
family residences fronting on E. Seventh'Street. A petition has been filed
to vacate the alley adjoining to the south. 'It is our understanding that
the Valuation Engineer's forthcoming recommendation will be to vacate the
alley.
Field investigation discloses no objection to the proposed development
which meets the recommended standards for density and building ground
coverage. The Traffic Engineer has approved tbe'parking lot plan which
also meets the required standards.
In consideration of the above factors, the Board of Zoning recommends the
granting of a permit for a 17 car private parking lot on the above described
property in accordance with plans approved March 17, 1960.
