THE THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. Uniform Allowance. The expenditure of money for the allowance for the purchase of replacements of certain items of uniform hereinafter enumerated, worn by personnel in the police radio division, said expenditure to be made under the supervision of the Commissioner of Public Safety, is hereby authorized. - Section 2. Items Included. Items included in the items of uniform for which said allowance is authorized, are the following: trousers, shirt, tie, and an emblem. Section 3. The uniform allowance hereinafter authorized is defined as an :amount set aside by the department each month for each uni- formed radio division person to be used toward the purchase price of the replacement of worn or damaged items of uniform, specified above. Administration Section /+. Under supervision of the Commissioner of Public Safety, the Assistant Chief of Police is herein charged with the adminis- trative details relative to carrying out -the duties imposed by this chapter. Section 5. Budgeting. Eachyyear there shall be set up in the budget of the Department of Public Safety an amount to be designated as "Uniform Replacement Allowance" sufficient in amount to pay the cost of replacement allowance which may be incurred by the Department under the terms of this chapter. Section 6.Each person of the uniformed radio division of the .. department of Public Safety shall be entitled to and given by the department 1a. credit allowance of Two Dollars ($2) per month which can be used by him =or her for the replacement of worn or damaged uniforms hereinabove specified. O�A83aid uniform replacement allowance shall be cumulative from year to year. 20aid allowance shall not in any case be used for such purposes as defined aaLn this chapter until specific¢, authorization of the Assistant Chief of x Police has been obtained by each person seeking use of his or her credit rr� '<allowance. Section 7. When permission is granted to any person in the radio division to use any part of his credit allowance by the Assistant Chief of Police, said allowance shall be applied by the person who is granted permission for the use thereof, on the cost of the replacement of the item of uniform as said cost is charged by the party holding the contract from the City of Saint Paul to furnish such replacement. Section 8. No person shall receive any credit allowance for any period in which said person has been suspended by the Commissioner of Public Safety. Section 9. Bids. To carry out the intent of this chapter, it shall be the duty of the Purchasing Agent to include in his -call for bids under Section 487.09 of this Code, the items of uniform designated herein and he shall let the contract the same in all their aspects as under Section 487.09. Section 10. Regulations. The Commissioner of Public Safety shall issue such regulations as he deems necessary in his discretion as to the wearing of the uniform. Section 11. This ordnance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health, .and safety. Section 12. This ordinance shall take effect and be in force upon its passage, approval, and publication. Section 13. This ordinance shall be deemed a part of the ,'St. Paul Legislative Code, and shall be incorporated therein and given an appropriate chapter and. /or section number at the time of the next revision of the said Legislative Code. w.
