ZONING, - CITY 1015 CITY HALL AND COURT HOUSE 7 OF SAINT' PAUL- • SAINT PAUL 1, MIWNEfOtA March 23, 1960 Mr. Joseph Okoneski = City Clerk , Building Dear Sir: This is in the matter of the petit16n'of Har -Mar Inc. to rezone from "C" residence to commercial property located on the northeast corner of Dewey Street and Feronia Avenue. The property is described as Lots- 72'and 73, Union-Park. The property is zoned "C" residence and has been since the enactment of -the Zoning Ordinance in 1922. , The Commissioner of Finance reported on February 23, 1960, that the petition was-sufficient with the owners of 20 of a possible 24 (83%) par- cels of land within the prescribed 100 foot radius having signed the petition. There are two- single family residences and one two - family residence on the ,property at the present time. The applicant proposes ,to remove the existing structures to permit enlargement of the Midway Ford company operation which fronts on University Avenue. This pro- perty, together with the two lots adjoining on the east, will be developed for parking purposes in this connection. The two lots ad- joining to the east were rezoned to commercial in November 1958, one of which is now used as a parking lot. The property under consideration has a curved frontage of approxi- mately 260 feet along Dewey Street and Feronia Avenue combined. The depth of the property varies considerably, but the total area is approximately 13,000 square feet. North across a ten foot public alley is the Midway Ford Company; south across Feronia Avenue are single and two - family residences fronting on Feronia Avenue; east and adjoin- ing is a parking lot of Midway Ford'Company; west across Dewey Street are single - family residences which front on Dewey Street, also the Church Home of Minnesota. Field investigation discloses no basic objections, as with the excep- tion of one lot on the northwest corner of Fairview and Feronia Avenues, the Midway Ford Company will utilize the entire block. If the property is developed in accordance with the petitioner's plan which proposes proper screen planting, it would not have an adverse effect on the resi- dential properties across Feronia Avenue or Dewey Street. The proposed land use guide plan in this area would,iend itself,to expansion of the existing commercial use to the'north. Based on the above factors, the Board of Zoning recommends the granting of the petition to rezone the abovd described property from "C" Residence to commercial in accordance with plans approved March 3, .1960.
