Peterson — Resolved, That this Council, being fully advised in the premises, hereby finds and declares the existence of a RESOLVED, that this Council, being fully advised in the premises, hereby finds and declares the existence of a sudden and unexpected emergency wherein the funds of the City of Saint Paul appropriated for the particular purpose are inad- equate to properly protect the public interest, in this, that certain available Fire Department motor vehicle equipment used by the District Chiefs in their supervisory capacity for Fire Department activities, have suddenly and unexpectedly degenerated to a general condition of extensive delapidation and disrepair, rendering such vehicles extremely dangerous to life, limb and property and palpably inadequate for essential Fire Department work, and that to replace the same and to meet the sudden and unexpected emergency it has become and is now necessary that at least two station wagon vehicles be purchased by the City and furnished to the Bureau of Fire Protection, Department of Public Safety, for essential Fire Department work, at a cost not in excess of $5085.00, no part whereof is available therefor by appropriation or otherwise, and RESOLVED FURTHER, that for the purpose of meeting such sudden and unexpected emergency, the Mayor and the Comptroller hereby are authorized to borrow temporarily the sum of not in excess of $5085.00, hereby found necessary therefor, and to be allocated for disbursement in the meeting of such emergency by the purchase and furnishing of said Fire Department vehicles ;., that such temporary borrowing shall be effected in behalf, of said City and that its promissory note in the principal amount of said temporary loan shall be executed and delivered in behalf of said City, as maker, to the party making such loan, as payee, bearing interest on such principal sum at not more than five (5) per cent per annum and payable within one year from the date of such loan; all subject to the approval of the Mayor and -the Comptroller by their signing and countersigning of this. resolution.
