proposed Chancery Building, hereby is established and henceforth
shall be a 28 feet setback line throughout its course entirely
across said real estate parallel,-to the southeasterly line of
Summit Avenue, upon which the same abuts, and that the general
provisions of said Zoning Code shall be varied to the extent
necessary therefor and the building line for Lots 1 and 2,
Block 70, Dayton and Irvine's Addition, and the west one -half
of vacated Chestnut Street adjoining said Lot 1 (for the
purpose of erecting a seven -foot high ornamental grille at the
entrance to the formal court of the Archbishop's residence)

new building lines on property on the south side of Summit Ave. near Selby

Addition and Lots 1 and 2, Otis Rearrangement of Lots 11 through 17, Block 64,
Dayton and Irvine's Addition and that part of vacated Chestnut St. adjoining

This is in the matter of the appeal of-the Archdiocese of St. Paul to establish
a new building line on prbpertyllocated on the south side of Summit Avenue near
Selby Avenue. The property is described as Lots 1, 2, 3, Block 70, Dayton and
Irvine's and Lots 1 and 2, Otis Rearrangement of Lots 11 thr� uu 17

adjoining said real estate.. The zoning is 'W' Residence.
Part of this property was formerly occupied by the Wilder home, which in later

years was used, as the Archbishop's residence, and more recently as an office build-
ing.-for Catholic organizations. It has now been removed and the applicant proposes
to erect a new Archbishop's residence and Chancery building. This property has a
frontage along Summit Avenue of approximately 404 feet and an average depth of
approximately 300 feet producing an approximate area of 155,400 square feet, or
3.57 acres. The terrain of the tract is very rugged, the rear portion having a
357o grade. In-order to develop the site to the best advantage, the applicant is

North and adjoining the property under consideration is Cathedral park; southwest-
erly and adjoining is the Diocesan office building which f ronts)on Summit Avenue;
northwesterly across-Summit Avenue is the Cathedral parking lot; southwesterly and
adjoining at a much lower elevation are various multi- residential and commercial
uses fronting on Pleasant Avenue. Field investigation discloses no objections
to the proposed building lines as they would not affect the adjoining properties.p
nor would they deviate from the purpose and intent of the Ordinance. The topography
of this tract is such that it would create hardship on the applicant if compelled
to comply with the normal set backs.
One of the proposed routes of the Pleasant Avenue leg of the Interetate Freeway
would directly affect this property. This question has been checked with the Minne-
sota Highway Department and the St. Paul Public Works Department. It now has been
definitely determined that this proposed route has been discarded in favor of a more
practical alignment. Therefore, the property in question will in no way be i volved
in the Freeway right -of -way. A letter to this effect from the Minnesota Hig ay
Department is attached to this file.

In accordance with the above factors, the Board of Zoning recommends the
granting of the appeal to establish building lines as outlined above for the
above described property in accordance with plans approved December 17, 1959.

We hereby make application for a break in the building line
setback on Summit. Avenue near its intersection with Selby
Avenue, in regard, to the above - referenced. project. The
legal description of the property is as follows:
Lots 1, 2 and 3, Blo,ckqII,ffi &Dayton and Irvine's Addition and
Lots 1 and 2' Otis Rearrangement of Lots 11-12-13-14-15 -
16 -17, Block 64 Dayton and Irvine's Addition to the City of
Saint Paul, Minnesota.
We .are enclosing our check in the amount of $20. 00, the
filing fee.
We are also submitting a dimensioned site plan drawing and,
in addition, proposed floor plans, exterior elevations, build-
ing sections, and an exterior perspective for your inspection.
You will note on the site plan drawing that the setback from
the property line to the Chancery building has. been establish-
ed at 28' -011; the setback from the property line to the seven -
foot high ornamental grille surrounding the entrance court of
the Archbishop's residence has been established at 10' -611.
