A public hearing having been had upon the above improvement upon due notice, ands the Council'
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is to improve East Seventh. Street from Johnson Parkway
to White Bear Avenue by regrading and paving with new concrete-base and asphaltic concrete i
surfacing; by grading and paving street; alley and driveway returns; by constructing new
concrete curb where necessary; by reconstructing the'paving, curbin�• and sidewalks on
intersecting streets where not in conformity with said improvement., by reeoVtt:rAgt ,
storm water facilities; by constructing "sever, water and gas service connections'fol
street mains to p`roperty'lines'Aiere h`ecessary; by constructing conduits a,nd appurtenances
for future lighting and traffic control systems and by doing all other work which is
necessary and incidental to complete said improvement
and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

Attached is the petition signed by the home owners against
the proceeding with Preliminary Order No. 192415 approved
May 20, 1959.
The home owners conviction is that Z7th Street from Johnson Park-
way to White Bear Avenue requires no repaving.
The total estimated cost to home owners and method of financing
this improvemnt is objectionable. Objections are againefthe use
of tracks on this street being paid for by the home owners when
other State roads for trucks are available nearby.

I transmit herewith a preliminary estimate of cost'for the improve-
ment of EAST SEVENTH STREET from Johnson Parkway to White Bear Avenue by re-
grading and paving with new concrete base and asphaltic concrete surfacing;
by grading and paving street, alley and driveway returns; by constructing
new concrete curb where necessary; by reconstruction the paving, curbing
and sidewalks on intersecting streets where not in conformity with said
improvement; by reconstructing storm water facilities; by constructing sewer,
water and gas service connections from street mains to property lines where
necessary; by constructing conduits and appurtenances for future lighting
and traffic control systems and by doing all other work which is necessary
and incidental to complete said improvement, under Preliminary Order C. F.
192415, approved May 20, 1959.
