WHEREAS, the Bicycle Advisory Boazd was established by Council File 91-1414 to provide ongoing
technical and educational advice to ensure safe bicycling in the City; and
WHEREAS, Council File 91-1414 was amended by Council File 94-848 to add a Saint Paul Police
Department representative and by Council File 02-913 to add three at-large citizen members; and
WHEREAS, Bicycle Advisory Board members are appointed by the Mayor and currentiy consists of 14
voting members (including: seven City Council Ward representatives, three at-lazge citizen positions, one
Saint Paul Parks and Recreation Commissioner, and one staff inember each from Saint Paul Department of
10 Planning and Development (PED), Saint Paul Department of Public Works, Saint Paul Department of
11 Parks and Recreation, and the Saint Paul Police Department); and

13 WHEREAS, the City Council and the Mayor need input from people who live or work in Saint Paul, as
14 well as technical advice fxom Ciry staff about safe bicycling in Saint Paul; and
15
16 WHEREAS, the St. Paul TMO (Transportation Management Organization, also known as Saint Paul Smart
17 Trips) actively promotes bicycling and the use of other altematives to the single occupant vehicle among
18 Saint Paul residents and empioyees and, therefore, knows the City's assets and needs related to bicycling;
19 and

21 NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul Ciry Council amends Council File 94-848 to
22 change the composition of the Bicycle Advisory Board to include these voting members: seven City
23 Council Ward representatives, tluee at-large citizen members, one Saint Paul Parks and Recreation
24 Commissioner (citizen Commissioner), and one representative of the Saint Paul TMO; and

25 BE IT FURTHER RESOLVED, that there not be specific Saint Paul residency requirements for the three
26 at-large members, but that those at-lazge members must live or work in Saint Paul; and
27
28 BE IT FINALLY RESOLVED, that one staff inember each from PED, Public Works, Pazks and
29 Recreation, and the Police Departxnent continue to be non-voting members of the Bicycle Advisory Board
30 in order to offer advice and expertise on bicycling issues in the Ciry of Saint Paul.
