08-505Council File # ��L Green Sheet # 3053491 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 39 RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented by �� �� -�il WHEREAS, National research indicates that children who are detained are more likely to have poorer outcomes than children who are not detained including: higher rates of health and mental health problems, lower rates of school success, higher rates of recidivism and higher rates of gang involvement; and WHEREAS, National research indicates that decreasing the number of children in detention can have a positive impact on public safety because greater attention is given to children who can more clearly benefit from additional intervention; and WHEREAS, National research indicates that minority youth are consistently over-represented in detained populations; and WHEREAS, The Annie E. Casey Foundation and W. Haywood Bums Institute have demonstrated successful models, built upon greater partnerships with communities, to reduce the rates of disproportionate minority confinement; and the number of children who are detained while simultaneously reducing rates of juvenile crime; and WHEREAS, Ramsey County has entered into a Juvenile Detention Altematives Initiative, in partnership with the Annie E. Casey Foundation and W. Haywood Burns Institute, to focus on reducing disproportionate minority confinement and creating more effective, community based altematives to juvenile detention for children who do not pose a significant risk to public safety; and WHEREAS, several cities have successfully implemented JDA1 programs, resulting in decreases in both juvenile de[ention and juvenile crime within their jurisdictions; and WHEREAS, The City of Saint Paul realizes that creating new alternatives tojuvenile detention must focus on adequate data, collaborative planning, a continuum of detention options, improving system efficiency, and comprehensive planning that is oriented toward action and practical resu]ts; Now, Therefore, Be It RESOLVED, The City of Saint Pau] supports the principles and goals of the Juvenile Detention Alternatives Initiative, and is committed to reducing disproportionate minority confinement and creating more effective, community based alternatives to juvenile detention for children who do not pose a significant risk to public safety.
