Attached is a list of complaints and police calls dating om
September, 1956, to the present involving a licensed business
establishment known as Russell's Bar or Russell's Tavern at 557
Rondo Avenue.
This list indicates an alarming increase in lawlessness and
apparently an utter irresponsibility of operation. It appears
that the owner or manager shows a total disregard of the law,
and evidences no responsibility in the control of the premises
or of his customers. This condition has resulted in the place
becoming a "poison spot ", a hang -out, and a breeding place of
crime and lawlessness.
Due to the above facts and conditions, which have culminated
in the murder of Ralph Thomas on December 6, 1959, it is being
brought to your attention for your review and study with the
thought that the licenses held by this establishment be revoked
in order to eliminate any future trouble. This suggested action
would emphasize the point that an owner and /or manager has a
responsibility to the City and community, and he is charged
with conducting a respectable establishment.
